Narrative:

On feb/fri/02, I was on an instrument flight from 7fl6 (spruce creek, fl) to jvy (clark county airport, jeffersonville, in). The WX at jvy ws reported as 3000 ft ceiling with 10 mi visibility. Wind 320 degrees at 7 KTS. I was at my cleared altitude of 2600 ft and cleared for the visual approach. At approximately 10 mi from the field, I made my first call giving my position and intentions and requesting any traffic in the pattern. I called again at approximately 3 mi and again when on final approach to runway 32. I was just starting to flare when my passenger observed traffic on his takeoff roll on runway 36. I saw instantly that we would hit so began my go around. I then saw that the C340 had lifted off and we were still on a collision course. I increased my climb (almost to the point of stall) and rolled left decreasing the time spent over the 340. Observers on the ground stated that we came within approximately 50 ft of each other. I was monitoring 122.7 from approximately 15 mi out.

Title: NMAC BTWN AN SMT TWIN LNDG AND TAKING EVASIVE ACTION TO AVOID A C340 TAKING OFF ON AN INTERSECTING RWY AT AN UNCTLED ARPT.

Narrative: ON FEB/FRI/02, I WAS ON AN INST FLT FROM 7FL6 (SPRUCE CREEK, FL) TO JVY (CLARK COUNTY ARPT, JEFFERSONVILLE, IN). THE WX AT JVY WS RPTED AS 3000 FT CEILING WITH 10 MI VISIBILITY. WIND 320 DEGS AT 7 KTS. I WAS AT MY CLRED ALT OF 2600 FT AND CLRED FOR THE VISUAL APCH. AT APPROX 10 MI FROM THE FIELD, I MADE MY FIRST CALL GIVING MY POS AND INTENTIONS AND REQUESTING ANY TFC IN THE PATTERN. I CALLED AGAIN AT APPROX 3 MI AND AGAIN WHEN ON FINAL APCH TO RWY 32. I WAS JUST STARTING TO FLARE WHEN MY PAX OBSERVED TFC ON HIS TKOF ROLL ON RWY 36. I SAW INSTANTLY THAT WE WOULD HIT SO BEGAN MY GAR. I THEN SAW THAT THE C340 HAD LIFTED OFF AND WE WERE STILL ON A COLLISION COURSE. I INCREASED MY CLB (ALMOST TO THE POINT OF STALL) AND ROLLED L DECREASING THE TIME SPENT OVER THE 340. OBSERVERS ON THE GND STATED THAT WE CAME WITHIN APPROX 50 FT OF EACH OTHER. I WAS MONITORING 122.7 FROM APPROX 15 MI OUT.
