Narrative:

First officer was flying departing fra to dfw. We were assigned 7000 ft. Transition level was 5000 ft. We did not reset altimeters at 5000 ft. On reaching 7000 ft, I reached down to reset altimeter, but we were leveling off. ATC asked our altitude and said he showed 7400 ft. We returned to 7000 ft. The rest of the flight was uneventful.

Title: B767 FLC FAILED TO RESET THEIR ALTIMETERS AT TRANSITION ALT IN FOREIGN AIRSPACE RESULTING IN OVERSHOOTING THEIR ASSIGNED ALT.
