Narrative:

Cleared by iat port authority/authorized to taxi to designated spot and contact ground control, approaching spot switched to ground control and contacted them. Ground said to hold there and shut down as it would be 30 mins before we can go. Captain stopped aircraft short of taxiway a but on the road used by ground vehicle traffic. This effectively stopped xsit of vehicle traffic on the road. None of this was unsafe but it generated a power struggle between ground and iat port. Supplemental information from acn 539718: we told ground where we were at, twice and they told us to expect 30 mins delay. We called the ramp and also told them that ground control was holding us there. Received several hand gestures from ny port authority/authorized employees in their vehicles and they weren't happy. Visibility at the time was down to 1/16TH of a mi.

Title: DC9 FLC ARE HELD 30 MINS BY GND CTL BEFORE BEING CLRED ON TO TAXI DURING TAXI OUT CAUSING BLOCKAGE TO VEHICLE TFC ON THE SVC ROAD INTXN OVER WHICH THEY WERE HELD.

Narrative: CLRED BY IAT PORT AUTH TO TAXI TO DESIGNATED SPOT AND CONTACT GND CTL, APCHING SPOT SWITCHED TO GND CTL AND CONTACTED THEM. GND SAID TO HOLD THERE AND SHUT DOWN AS IT WOULD BE 30 MINS BEFORE WE CAN GO. CAPT STOPPED ACFT SHORT OF TXWY A BUT ON THE ROAD USED BY GND VEHICLE TFC. THIS EFFECTIVELY STOPPED XSIT OF VEHICLE TFC ON THE ROAD. NONE OF THIS WAS UNSAFE BUT IT GENERATED A PWR STRUGGLE BTWN GND AND IAT PORT.
