Narrative:

Approximately XA00, I was cleared to land on runway 33 at robins AFB, ending an orientation flight. I was instructed by the tower to exit onto taxiway C, east -- it is my understanding that this taxiway leads into a restr area. I was told to contact ground control. I contacted ground control and was told to do a 180 degree turn and hold short, which I did. I tried to contact ground and got no response. I tried several more times to no avail. I then tried to re-establish contact with the tower several times and still got no response. At this time, I assumed I had lost my radios, so I squawked 7600 and pushed the identify button. I watched the tower for a light gun signal and saw no signal. I then tried flashing my lights and kept watching the tower for a light gun signal and never received any acknowledgement. I finally checked both left and right and observed no aircraft on the runway. At that time, I crossed the runway and taxied back to the FBO. When I got to the aeronautical club, I immediately contacted the tower. The pilot of another one of our aircraft told me the tower instructed him to contact them. They thought his aircraft was mine. Contributing factors: tower not using the light gun, aircraft on the runway not using landing lights or anti-collision lights, tower not identing proper aircraft, radio failure, and crossing the runway without permission. We have established better procedures for the event of loss of communications during taxi.

Title: A PA28 PLT, AFTER LNDG AT WRB, UNABLE TO COMMUNICATE WITH THE TWR DUE TO RADIO PROBS, TAXIED ACROSS THE ACTIVE RWY TO PARKING WITHOUT A CLRNC.

Narrative: APPROX XA00, I WAS CLRED TO LAND ON RWY 33 AT ROBINS AFB, ENDING AN ORIENTATION FLT. I WAS INSTRUCTED BY THE TWR TO EXIT ONTO TXWY C, EAST -- IT IS MY UNDERSTANDING THAT THIS TXWY LEADS INTO A RESTR AREA. I WAS TOLD TO CONTACT GND CTL. I CONTACTED GND CTL AND WAS TOLD TO DO A 180 DEG TURN AND HOLD SHORT, WHICH I DID. I TRIED TO CONTACT GND AND GOT NO RESPONSE. I TRIED SEVERAL MORE TIMES TO NO AVAIL. I THEN TRIED TO RE-ESTABLISH CONTACT WITH THE TWR SEVERAL TIMES AND STILL GOT NO RESPONSE. AT THIS TIME, I ASSUMED I HAD LOST MY RADIOS, SO I SQUAWKED 7600 AND PUSHED THE IDENT BUTTON. I WATCHED THE TWR FOR A LIGHT GUN SIGNAL AND SAW NO SIGNAL. I THEN TRIED FLASHING MY LIGHTS AND KEPT WATCHING THE TWR FOR A LIGHT GUN SIGNAL AND NEVER RECEIVED ANY ACKNOWLEDGEMENT. I FINALLY CHKED BOTH L AND R AND OBSERVED NO ACFT ON THE RWY. AT THAT TIME, I CROSSED THE RWY AND TAXIED BACK TO THE FBO. WHEN I GOT TO THE AERO CLUB, I IMMEDIATELY CONTACTED THE TWR. THE PLT OF ANOTHER ONE OF OUR ACFT TOLD ME THE TWR INSTRUCTED HIM TO CONTACT THEM. THEY THOUGHT HIS ACFT WAS MINE. CONTRIBUTING FACTORS: TWR NOT USING THE LIGHT GUN, ACFT ON THE RWY NOT USING LNDG LIGHTS OR ANTI-COLLISION LIGHTS, TWR NOT IDENTING PROPER ACFT, RADIO FAILURE, AND XING THE RWY WITHOUT PERMISSION. WE HAVE ESTABLISHED BETTER PROCS FOR THE EVENT OF LOSS OF COMS DURING TAXI.
