Narrative:

Aircraft #2 was assigned FL280 and switched to ZID frequency. Aircraft #2 checked on ZID leaving FL227, climbing FL280. Traffic was called for aircraft #2, which was aircraft #1 at FL280. Aircraft #1 received TCASII RA to descend, and a second RA to climb. Carj climbed to FL295. Vector was issued. Aircraft missed by 3 mi. Supplemental information from acn 538158: in cruise flight at FL280, we got a TA from TCASII. ZTL directed a turn to heading 150 degrees. As we commenced the turn, TCASII issued an RA with a 'descend, descend.' I disconnected the autoplt and promptly complied. As we established in the green on the vsi, the TCASII reversed commands and gave a command 'climb, climb now.' I complied. After the RA resolved, I returned to FL280. Advised of RA and evasive action. We also advised them that an near midair collision report would be filed. After landing, ZTL was contacted. Supervisor advised that an operational error was being processed on the controller. RA commenced while in a turn, wing up towards conflicting aircraft!

Narrative: ACFT #2 WAS ASSIGNED FL280 AND SWITCHED TO ZID FREQ. ACFT #2 CHKED ON ZID LEAVING FL227, CLBING FL280. TFC WAS CALLED FOR ACFT #2, WHICH WAS ACFT #1 AT FL280. ACFT #1 RECEIVED TCASII RA TO DSND, AND A SECOND RA TO CLB. CARJ CLBED TO FL295. VECTOR WAS ISSUED. ACFT MISSED BY 3 MI. SUPPLEMENTAL INFO FROM ACN 538158: IN CRUISE FLT AT FL280, WE GOT A TA FROM TCASII. ZTL DIRECTED A TURN TO HDG 150 DEGS. AS WE COMMENCED THE TURN, TCASII ISSUED AN RA WITH A 'DSND, DSND.' I DISCONNECTED THE AUTOPLT AND PROMPTLY COMPLIED. AS WE ESTABLISHED IN THE GREEN ON THE VSI, THE TCASII REVERSED COMMANDS AND GAVE A COMMAND 'CLB, CLB NOW.' I COMPLIED. AFTER THE RA RESOLVED, I RETURNED TO FL280. ADVISED OF RA AND EVASIVE ACTION. WE ALSO ADVISED THEM THAT AN NMAC RPT WOULD BE FILED. AFTER LNDG, ZTL WAS CONTACTED. SUPVR ADVISED THAT AN OPERROR WAS BEING PROCESSED ON THE CTLR. RA COMMENCED WHILE IN A TURN, WING UP TOWARDS CONFLICTING ACFT!
