Narrative:

Tow plane and glider taking off from grass area beside runway 7/25 in a southeast direction crossing runway 7 about midway. Power traffic landing runway 7 from our right side was on runway, still moving. Neither tow pilot nor I saw this aircraft until we were just past his line of movement, with an altitude of probably 10 ft. The power pilot was moving at a rate of speed to where he could have stopped if necessary. It could possibly have been a serious accident had closing rates been faster, but the power pilot was able to stop safely before reaching our flight path.

NEITHER TOW PLT NOR I SAW THIS ACFT UNTIL WE WERE JUST PAST HIS LINE OF MOVEMENT, WITH AN ALT OF PROBABLY 10 FT. THE PWR PLT WAS MOVING AT A RATE OF SPD TO WHERE HE COULD HAVE STOPPED IF NECESSARY.
