Narrative:

First officer's leg, night time, cleared for visual runway 24L at cle. On final approach, about 2 mi out, tower cleared a B737 across our landing runway (runway 24L) and position and hold runway 24R. B737 didn't respond right away and tower told him again to expedite across because we were on short final. Since it was going to be close, the first officer leveled off and continued. A go around was not necessary since we had a visual on the crossing traffic below. We landed within the first 1/3 of the runway length and exited off the high speed taxiway. The tower sent the aircraft in front of us on the approach to go around prior to clearing the B737 across. I feel that the tower was trying to push the aircraft out of cle as quickly as possible. Not necessary! There is no reason why tower cleared the B737 across our landing runway when we were that close. Bad decision making on their behalf.

Title: E135 FLC CONCERNED WITH CLE SEQUENCING AND ACFT PLACEMENT OF A DEP AT THE EXPENSE OF ISSUING A GAR TO A PROCEEDING ACFT.

Narrative: FO'S LEG, NIGHT TIME, CLRED FOR VISUAL RWY 24L AT CLE. ON FINAL APCH, ABOUT 2 MI OUT, TWR CLRED A B737 ACROSS OUR LNDG RWY (RWY 24L) AND POS AND HOLD RWY 24R. B737 DIDN'T RESPOND RIGHT AWAY AND TWR TOLD HIM AGAIN TO EXPEDITE ACROSS BECAUSE WE WERE ON SHORT FINAL. SINCE IT WAS GOING TO BE CLOSE, THE FO LEVELED OFF AND CONTINUED. A GAR WAS NOT NECESSARY SINCE WE HAD A VISUAL ON THE XING TFC BELOW. WE LANDED WITHIN THE FIRST 1/3 OF THE RWY LENGTH AND EXITED OFF THE HIGH SPD TXWY. THE TWR SENT THE ACFT IN FRONT OF US ON THE APCH TO GO AROUND PRIOR TO CLRING THE B737 ACROSS. I FEEL THAT THE TWR WAS TRYING TO PUSH THE ACFT OUT OF CLE AS QUICKLY AS POSSIBLE. NOT NECESSARY! THERE IS NO REASON WHY TWR CLRED THE B737 ACROSS OUR LNDG RWY WHEN WE WERE THAT CLOSE. BAD DECISION MAKING ON THEIR BEHALF.
