Narrative:

Lga tower requested that we call them upon departure from jrb. The first officer read back the instructions to do so for confirmation since this was contrary to normal procedures. Departing jrb, we contacted lga for clearance. We were sent back to ewr for clearance through the tfr at 'ground zero.' ATC procedures/handoffs from lga to ewr are often inconsistent, incomplete and at times contrary to past procedures. Suggest that lga (126.05) and ewr (127.85) be consistent in procedures and handoffs. 99.99% of the time, all controllers at both lga and ewr do a terrific job. But this is not the first time that I and other pilots within my department have experienced this type of situation.

BUT THIS IS NOT THE FIRST TIME THAT I AND OTHER PLTS WITHIN MY DEPT HAVE EXPERIENCED THIS TYPE OF SIT.
