Narrative:

Air carrier pages show runway 7 and air carrier xyz departure as a daytime only procedure. While I think it prudent not to land on runway 7 at night, I believe runway 7 and an xyz departure would be every bit as safe -- if not more so -- than the runway 25 xya departure procedure. This particular evening we had to cancel our flight for the night due to unfavorable winds. This appears to be an FAA restr but I wish to bring it to their attention for review. Below are several points I'd like considered regarding this procedure. Runway 7 and departure xyz has lower minimums than the runway 25 departure procedure. Runway 7 requires a lower minimum climb gradient than runway 25, and is more straight out than the runway 25 departure. Runway 7 and departure xyz make use of ground navaids. You are actually closer to terrain during the initial stage of climb from runway 25 than runway 7, and with runway 25 you are primarily FMS only. It is not uncommon in the evening for winds to be easterly. Callback conversation with reporter revealed the following information: other reported restrs for the runway 7 takeoff include a reduced tailwind authority/authorized and the requirement to use improved performance procedures.

Narrative: ACR PAGES SHOW RWY 7 AND ACR XYZ DEP AS A DAYTIME ONLY PROC. WHILE I THINK IT PRUDENT NOT TO LAND ON RWY 7 AT NIGHT, I BELIEVE RWY 7 AND AN XYZ DEP WOULD BE EVERY BIT AS SAFE -- IF NOT MORE SO -- THAN THE RWY 25 XYA DEP PROC. THIS PARTICULAR EVENING WE HAD TO CANCEL OUR FLT FOR THE NIGHT DUE TO UNFAVORABLE WINDS. THIS APPEARS TO BE AN FAA RESTR BUT I WISH TO BRING IT TO THEIR ATTN FOR REVIEW. BELOW ARE SEVERAL POINTS I'D LIKE CONSIDERED REGARDING THIS PROC. RWY 7 AND DEP XYZ HAS LOWER MINIMUMS THAN THE RWY 25 DEP PROC. RWY 7 REQUIRES A LOWER MINIMUM CLB GRADIENT THAN RWY 25, AND IS MORE STRAIGHT OUT THAN THE RWY 25 DEP. RWY 7 AND DEP XYZ MAKE USE OF GND NAVAIDS. YOU ARE ACTUALLY CLOSER TO TERRAIN DURING THE INITIAL STAGE OF CLB FROM RWY 25 THAN RWY 7, AND WITH RWY 25 YOU ARE PRIMARILY FMS ONLY. IT IS NOT UNCOMMON IN THE EVENING FOR WINDS TO BE EASTERLY.
