Narrative:

While climbing to FL410 the left engine flamed out. Was need to descend to FL250 to restart (which it did). ATC asked if we needed to declare an emergency (we did not, saying only we had to check 'a' system at ZID). I think it would help to be able to delay having to declare an emergency in this type of engine stoppage, so you could be forthright with ATC as to the true nature of your problem and its true seriousness.

Narrative: WHILE CLBING TO FL410 THE L ENG FLAMED OUT. WAS NEED TO DSND TO FL250 TO RESTART (WHICH IT DID). ATC ASKED IF WE NEEDED TO DECLARE AN EMER (WE DID NOT, SAYING ONLY WE HAD TO CHK 'A' SYS AT ZID). I THINK IT WOULD HELP TO BE ABLE TO DELAY HAVING TO DECLARE AN EMER IN THIS TYPE OF ENG STOPPAGE, SO YOU COULD BE FORTHRIGHT WITH ATC AS TO THE TRUE NATURE OF YOUR PROB AND ITS TRUE SERIOUSNESS.
