Narrative:

During the climb out phase after completion of the after takeoff checklist, I observed the #2 engine rolling (N1, N2, egt) back to idle. The aircraft display indicated 'engine #2 RPM low.' referred to the checklist and completed it. Tried to relight the engine per the checklist with no positive results. The #2 engine was shut down and an emergency declared with ATC (socal). A subsequent uneventful landing was made with/on remaining 2 engines. Callback conversation with reporter revealed the following information: the reporter stated the cause of the #2 engine rollback was the failure of the engine fuel control. The reporter said the engine was shut down and a relight was attempted with no success. The reporter stated the landing was normal.

Title: AN MD11 ON TKOF CLB DECLARED AN EMER AND DIVERTED DUE TO #2 ENG ROLLBACK. ENG SHUT DOWN. RELIGHT NO HELP. CAUSED BY FAILED FUEL CTL.

Narrative: DURING THE CLBOUT PHASE AFTER COMPLETION OF THE AFTER TKOF CHKLIST, I OBSERVED THE #2 ENG ROLLING (N1, N2, EGT) BACK TO IDLE. THE ACFT DISPLAY INDICATED 'ENG #2 RPM LOW.' REFERRED TO THE CHKLIST AND COMPLETED IT. TRIED TO RELIGHT THE ENG PER THE CHKLIST WITH NO POSITIVE RESULTS. THE #2 ENG WAS SHUT DOWN AND AN EMER DECLARED WITH ATC (SOCAL). A SUBSEQUENT UNEVENTFUL LNDG WAS MADE WITH/ON REMAINING 2 ENGS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE CAUSE OF THE #2 ENG ROLLBACK WAS THE FAILURE OF THE ENG FUEL CTL. THE RPTR SAID THE ENG WAS SHUT DOWN AND A RELIGHT WAS ATTEMPTED WITH NO SUCCESS. THE RPTR STATED THE LNDG WAS NORMAL.
