Narrative:

ATIS reported wind calm and runways 5 and 11 in use. We requested runway 29 and approach controller agreed. We didn't realize, nor did approach control tell us, that at that time there was a lot of cargo traffic into the airport. The controller, who was working approach, tower, and ground frequencys, instructed to keep the approach tight, and later to fly 'straight to the numbers.' we had traffic for intersecting runway 5 in sight and on the TCASII. It was apparent that we would get very close once on the surface. At about 300 ft AGL we heard the controller ask the cargo flight if they wanted to go around, but did not hear the reply (we were on tower frequency, they on approach). At approximately 50 ft AGL, we initiated a go around because it was clear that a collision at the runways' intersection was possible. Factors were: asking for a runway not in use, the controller working multiple frequencys, his lack of determination in commanding a go around.

Title: A D328 CREW, ON APCH TO CAE, EXECUTED A GAR WHEN A CONFLICT, WITH TFC LNDG ON AN INTERSECTING RWY, WAS IMMINENT.

Narrative: ATIS RPTED WIND CALM AND RWYS 5 AND 11 IN USE. WE REQUESTED RWY 29 AND APCH CTLR AGREED. WE DIDN'T REALIZE, NOR DID APCH CTL TELL US, THAT AT THAT TIME THERE WAS A LOT OF CARGO TFC INTO THE ARPT. THE CTLR, WHO WAS WORKING APCH, TWR, AND GND FREQS, INSTRUCTED TO KEEP THE APCH TIGHT, AND LATER TO FLY 'STRAIGHT TO THE NUMBERS.' WE HAD TFC FOR INTERSECTING RWY 5 IN SIGHT AND ON THE TCASII. IT WAS APPARENT THAT WE WOULD GET VERY CLOSE ONCE ON THE SURFACE. AT ABOUT 300 FT AGL WE HEARD THE CTLR ASK THE CARGO FLT IF THEY WANTED TO GO AROUND, BUT DID NOT HEAR THE REPLY (WE WERE ON TWR FREQ, THEY ON APCH). AT APPROX 50 FT AGL, WE INITIATED A GAR BECAUSE IT WAS CLR THAT A COLLISION AT THE RWYS' INTXN WAS POSSIBLE. FACTORS WERE: ASKING FOR A RWY NOT IN USE, THE CTLR WORKING MULTIPLE FREQS, HIS LACK OF DETERMINATION IN COMMANDING A GAR.
