Narrative:

Arrived tus and cleared to land runway 11L. At 1/2 mi, a side-step to runway 11R was requested by the tower due to departing F-16 traffic on runway 11L. Clearance acknowledged and a normal landing made on runway 11R. Rolled out to A-8 and turned left. Construction cones blocked access to cross runway 11L at A-8. Contacted tower and they requested our parking area. We responded with appropriate information and tower cleared us to back-taxi on runway 11R to taxiway D. As we were back-taxiing on runway 11R, approaching taxiway D for a right turn onto it, tower called and issued instructions to hold short of runway 11L for F-16 landing traffic. Acknowledged hold short instructions and called landing traffic in sight, and held short as instructed at appropriate position on taxiway D. After F-16 traffic landed, tower cleared us to 'cross runway 11L, contact ground.' we visually cleared runway 11L approach corridor left, and right, also noting there was no conflicting traffic on taxiway a, left and right, or on taxiway D in front of us. Crossed runway 11L, continued to taxi on taxiway D (northeast) and contacted ground as we crossed taxiway a, informing them we had cleared runway 11L on taxiway D and gave our parking destination. Ground control was somewhat upset with us by his tone of voice, and rather sarcastically thanked us for contacting them prior to entering an active taxiway. I wasn't sure how to respond, as their remark had taken me by surprise, so I remained silent. No further communications were received from ground as we taxied in and parked. Attempted to contact ground controller on a landline after landing to resolve any potential hazards that we may not have been aware of, but airport traffic was heavy. Spoke with other tower personnel, said she would relay my message and apology for any errors. Post: reviewed aim chapter 4, ATC, section 3 airport operations, 4-3-20, 'exiting the runway after landing, section D, note 1:' 'the tower will issue instructions required to resolve any potential conflictions with other ground traffic prior to advising the pilot to contact ground control.' we received no such instructions, as they evidently were not needed in view of no potential conflicts.

AS WE WERE BACK-TAXIING ON RWY 11R, APCHING TXWY D FOR A R TURN ONTO IT, TWR CALLED AND ISSUED INSTRUCTIONS TO HOLD SHORT OF RWY 11L FOR F-16 LNDG TFC. ACKNOWLEDGED HOLD SHORT INSTRUCTIONS AND CALLED LNDG TFC IN SIGHT, AND HELD SHORT AS INSTRUCTED AT APPROPRIATE POS ON TXWY D. AFTER F-16 TFC LANDED, TWR CLRED US TO 'CROSS RWY 11L, CONTACT GND.' WE VISUALLY CLRED RWY 11L APCH CORRIDOR L, AND R, ALSO NOTING THERE WAS NO CONFLICTING TFC ON TXWY A, L AND R, OR ON TXWY D IN FRONT OF US. CROSSED RWY 11L, CONTINUED TO TAXI ON TXWY D (NE) AND CONTACTED GND AS WE CROSSED TXWY A, INFORMING THEM WE HAD CLRED RWY 11L ON TXWY D AND GAVE OUR PARKING DEST. GND CTL WAS SOMEWHAT UPSET WITH US BY HIS TONE OF VOICE, AND RATHER SARCASTICALLY THANKED US FOR CONTACTING THEM PRIOR TO ENTERING AN ACTIVE TXWY. I WASN'T SURE HOW TO RESPOND, AS THEIR REMARK HAD TAKEN ME BY SURPRISE, SO I REMAINED SILENT. NO FURTHER COMS WERE RECEIVED FROM GND AS WE TAXIED IN AND PARKED. ATTEMPTED TO CONTACT GND CTLR ON A LANDLINE AFTER LNDG TO RESOLVE ANY POTENTIAL HAZARDS THAT WE MAY NOT HAVE BEEN AWARE OF, BUT ARPT TFC WAS HVY. SPOKE WITH OTHER TWR PERSONNEL, SAID SHE WOULD RELAY MY MESSAGE AND APOLOGY FOR ANY ERRORS. POST: REVIEWED AIM CHAPTER 4, ATC, SECTION 3 ARPT OPS, 4-3-20, 'EXITING THE RWY AFTER LNDG, SECTION D, NOTE 1:' 'THE TWR WILL ISSUE INSTRUCTIONS REQUIRED TO RESOLVE ANY POTENTIAL CONFLICTIONS WITH OTHER GND TFC PRIOR TO ADVISING THE PLT TO CONTACT GND CTL.'
