Narrative:

Departed dlg during a snow storm with approximately 1 inch snow and ice on runway. Due to clutter on runway, the gear was left in down position through 1000 ft to clean off gear. When retracted, nosewheel did not lock up. Recycled with same result. We have a sled on nose gear which limits airspeed to 200 KTS if not retracted so we climbed out at 200 KTS, flaps 1 degree. Cleared to FL330, we stopped at FL240 and realized we had exceeded the limitation for flap extension at FL200 or less. WX at diversion airport and new dispatcher added to confusion. Supplemental information from acn 535290: we promptly descended to FL200.

Narrative: DEPARTED DLG DURING A SNOW STORM WITH APPROX 1 INCH SNOW AND ICE ON RWY. DUE TO CLUTTER ON RWY, THE GEAR WAS LEFT IN DOWN POS THROUGH 1000 FT TO CLEAN OFF GEAR. WHEN RETRACTED, NOSEWHEEL DID NOT LOCK UP. RECYCLED WITH SAME RESULT. WE HAVE A SLED ON NOSE GEAR WHICH LIMITS AIRSPD TO 200 KTS IF NOT RETRACTED SO WE CLBED OUT AT 200 KTS, FLAPS 1 DEG. CLRED TO FL330, WE STOPPED AT FL240 AND REALIZED WE HAD EXCEEDED THE LIMITATION FOR FLAP EXTENSION AT FL200 OR LESS. WX AT DIVERSION ARPT AND NEW DISPATCHER ADDED TO CONFUSION.
