Narrative:

Ord to phl, I was flying the leg, just west of tragg intersection at 16000 ft on the bunts 1 arrival, ZNY (133.67). Was handling many aircraft on frequency when he gave us holding at bunts as depicted, on the arrival, at 10000 ft, efc of XA50Z. ZNY cleared us to 10000 ft. During descent, the captain did a PA. I had radio #1 and the aircraft. No further clrncs were given at this time. The captain returned around 11000 ft. I asked if 10000 ft was our cleared altitude. He said yes, and we continued to 10000 ft. Just as we leveled at 10000 ft, ZNY asked what our altitude was, and we replied 10000 ft. He said that our clearance was 11000 ft. We then asked if he wanted us back to 11000 ft. He said yes and we climbed to 11000 ft.

I HAD RADIO #1 AND THE ACFT. NO FURTHER CLRNCS WERE GIVEN AT THIS TIME. THE CAPT RETURNED AROUND 11000 FT. I ASKED IF 10000 FT WAS OUR CLRED ALT. HE SAID YES, AND WE CONTINUED TO 10000 FT. JUST AS WE LEVELED AT 10000 FT, ZNY ASKED WHAT OUR ALT WAS, AND WE REPLIED 10000 FT. HE SAID THAT OUR CLRNC WAS 11000 FT. WE THEN ASKED IF HE WANTED US BACK TO 11000 FT. HE SAID YES AND WE CLBED TO 11000 FT.
