Narrative:

Through secondhand knowledge, my aircraft while chocked in the ramp, blew some ground equipment into a DC8 and did some minor damage. My aircraft had a frozen brake and I was speaking with the mechanic on the headset who gave me clearance to start all 4 engines and power out of the parking space a few ft to 'unstick' the frozen brake. After being unchocked, I throttled up to 45% N1 on all 4 engines after being cleared. The aircraft did not move an inch. We shut down all 4 engines and maintenance hooked up a heat blower to the frozen brake. It worked and we blocked out an hour late.
