Narrative:

On jan/tue/02, about XN00 flight XXX departed tpa for mia. Release fuel for the flight was 3700 pounds and we departed with 2500 pounds. This amount was acceptable for en route fuel burn and reserve, but did not allow for hold or add. No alternate was required. After arriving 10 mins before our scheduled departure time, we were in a rush to turn the airplane as well as the station. We ran the before start checklist noting the fuel. The next chain of events directly affect the outcome. The #1 flight attendant brings up a jumpseater, the ramp hands the baggage weights in the document door, the flight attendant then calls up, on the interphone, the passenger count, the ramp gives the signal to start the #2 engine. All of those events occur in a matter of 2-3 mins. Also, now, the next arriving flight arrives and is waiting for our parking spot. We start engine #1, taxi out, never realizing we were not fueled. We took off on crosswind, we noted the fuel has rolled back more than normal. We called tpa approach, turn downwind, and stopped our climb at 3000 ft MSL. We told approach we needed to come back to tpa, made a normal landing, fueled, departed to mia. That was my first day of six. I commuted in around XF00 am. I got up around XA00 with no chance to eat until XK00. I grabbed some food from the vending machine about XK00, because I had a headache and was starving. Flight XXX departed west into the sun exacerbating my headache. I departed tpa, tired, hungry, rushed, with a splitting headache.
