Narrative:

Pwk ground cleared me to runway 34 from maintenance hanger. The runway 34 runup pad is on the opposite side of the runway. I crossed runway 34 to go to pad. No hold short of runway 34 instruction was given in clearance. At my home airport, ground always issues a hold short instruction if they do not want me to cross the active runway. Otherwise a clearance to the runway has implied a clearance to cross to go to the departure end of the runway. All ground clrncs should include a hold short instruction if the route to the active takes you across an active runway.

OTHERWISE A CLRNC TO THE RWY HAS IMPLIED A CLRNC TO CROSS TO GO TO THE DEP END OF THE RWY. ALL GND CLRNCS SHOULD INCLUDE A HOLD SHORT INSTRUCTION IF THE RTE TO THE ACTIVE TAKES YOU ACROSS AN ACTIVE RWY.
