Narrative:

Aircraft X arrived approximately XA00 jan/sat/02. Maintenance was complete approximately XD00 on jan/mon/02. Maintenance was performed by at least 12 technicians with several discrepancies found in the 48 section in the air conditioning system. There were several times when no verbal turnover was given at the aircraft by the technicians who performed the work due to inclement WX. The duct burnout was started by second shift and was not able to be completed by them due to no run-up area being available since deice operations were in effect. I was assigned to the aircraft at XA00 on jan/mon/02 to complete job card duct burnout. During maintenance, stress was high from the start due to ramp conditions. From pushout via jet tug, we started sliding on the ice. In the run-up hole we slid during the high power engine run portion of the duct burnout. We completed job card and returned to the gate to finish up maintenance. I performed the close-up portion of maintenance per maintenance manual 21-20-02-2. I did line 43 and removed the caps and plugs from the anticipator and thermostat. I read 'remove caps,' which was on line 44, but skipped it thinking I had already performed that step and went on the line 47. While aircraft was in flight, they had a mechanical problem along with an odor in the cabin. They diverted to ZZZ1 and oxygen was deployed. They made an emergency landing and evacuate/evacuationed the passenger on the runway. The aircraft was maintenance ferried to ZZZ2, where it was discovered that I did not remove the plugs from the left and right augmentation valve 'T' fittings (line 44). I feel that if a space were in between lines 43 and 44 and these 2 lines referenced a figure, I might not have skipped that line.

Title: AN MD88 WAS DISPATCHED IN NON COMPLIANCE WITH AN ENG BLEED COMPONENT SENSE LINE CAPPED OFF CAUSING A SMOKE IN THE CABIN EMER AND DIVERSION.

Narrative: ACFT X ARRIVED APPROX XA00 JAN/SAT/02. MAINT WAS COMPLETE APPROX XD00 ON JAN/MON/02. MAINT WAS PERFORMED BY AT LEAST 12 TECHNICIANS WITH SEVERAL DISCREPANCIES FOUND IN THE 48 SECTION IN THE AIR CONDITIONING SYS. THERE WERE SEVERAL TIMES WHEN NO VERBAL TURNOVER WAS GIVEN AT THE ACFT BY THE TECHNICIANS WHO PERFORMED THE WORK DUE TO INCLEMENT WX. THE DUCT BURNOUT WAS STARTED BY SECOND SHIFT AND WAS NOT ABLE TO BE COMPLETED BY THEM DUE TO NO RUN-UP AREA BEING AVAILABLE SINCE DEICE OPS WERE IN EFFECT. I WAS ASSIGNED TO THE ACFT AT XA00 ON JAN/MON/02 TO COMPLETE JOB CARD DUCT BURNOUT. DURING MAINT, STRESS WAS HIGH FROM THE START DUE TO RAMP CONDITIONS. FROM PUSHOUT VIA JET TUG, WE STARTED SLIDING ON THE ICE. IN THE RUN-UP HOLE WE SLID DURING THE HIGH PWR ENG RUN PORTION OF THE DUCT BURNOUT. WE COMPLETED JOB CARD AND RETURNED TO THE GATE TO FINISH UP MAINT. I PERFORMED THE CLOSE-UP PORTION OF MAINT PER MAINT MANUAL 21-20-02-2. I DID LINE 43 AND REMOVED THE CAPS AND PLUGS FROM THE ANTICIPATOR AND THERMOSTAT. I READ 'REMOVE CAPS,' WHICH WAS ON LINE 44, BUT SKIPPED IT THINKING I HAD ALREADY PERFORMED THAT STEP AND WENT ON THE LINE 47. WHILE ACFT WAS IN FLT, THEY HAD A MECHANICAL PROB ALONG WITH AN ODOR IN THE CABIN. THEY DIVERTED TO ZZZ1 AND OXYGEN WAS DEPLOYED. THEY MADE AN EMER LNDG AND EVACED THE PAX ON THE RWY. THE ACFT WAS MAINT FERRIED TO ZZZ2, WHERE IT WAS DISCOVERED THAT I DID NOT REMOVE THE PLUGS FROM THE L AND R AUGMENTATION VALVE 'T' FITTINGS (LINE 44). I FEEL THAT IF A SPACE WERE IN BTWN LINES 43 AND 44 AND THESE 2 LINES REFED A FIGURE, I MIGHT NOT HAVE SKIPPED THAT LINE.
