Narrative:

Runway 5/23 was notamed closed at tri until XA45Z. During my relief briefing, I was not briefed on this information. At XA35 I had cleared an aircraft that had departed from tri. This aircraft had airfield after departing tri, so I assumed the airport was open. At XA39 I cleared aircraft for an ILS runway 23 approach. At XA45 aircraft reported a missed approach. I questioned the aircraft about the missed approach and he said that runway was closed with men and equipment on it. At this time, I saw the NOTAM. I vectored the aircraft for another approach at which time aircraft asked if I could very whether or not runway 23 was still closed. I said that I could not, but I would get the supervisor to check. I then issued holding instructions to aircraft. At about XA50Z, the supervisor contacted tri ATCT who advised men and equipment were still on the runway. At this time, I xferred control of aircraft to tri ATCT. Later in the day, I called tri ATCT to discuss this situation. They assured me that the construction crew now has the ZTL phone number and will call in the case of a time extension of the closure. They also advised the crew had a handheld radio tuned to the unicom/local control frequency and had communicated with aircraft while the aircraft was on approach. The reason for the extended closure was that the construction crew could not get the runway lights to turn back on.

Title: ZTL CTLR RECEIVES INCOMPLETE POS BRIEFING ALLOWING AN ACR TO BE CLRED FOR AN APCH TO TRI ARPT WITH RWY CONSTRUCTION PERSONNEL STILL OPERATING ON RWY.

Narrative: RWY 5/23 WAS NOTAMED CLOSED AT TRI UNTIL XA45Z. DURING MY RELIEF BRIEFING, I WAS NOT BRIEFED ON THIS INFO. AT XA35 I HAD CLRED AN ACFT THAT HAD DEPARTED FROM TRI. THIS ACFT HAD AIRFIELD AFTER DEPARTING TRI, SO I ASSUMED THE ARPT WAS OPEN. AT XA39 I CLRED ACFT FOR AN ILS RWY 23 APCH. AT XA45 ACFT RPTED A MISSED APCH. I QUESTIONED THE ACFT ABOUT THE MISSED APCH AND HE SAID THAT RWY WAS CLOSED WITH MEN AND EQUIP ON IT. AT THIS TIME, I SAW THE NOTAM. I VECTORED THE ACFT FOR ANOTHER APCH AT WHICH TIME ACFT ASKED IF I COULD VERY WHETHER OR NOT RWY 23 WAS STILL CLOSED. I SAID THAT I COULD NOT, BUT I WOULD GET THE SUPVR TO CHK. I THEN ISSUED HOLDING INSTRUCTIONS TO ACFT. AT ABOUT XA50Z, THE SUPVR CONTACTED TRI ATCT WHO ADVISED MEN AND EQUIP WERE STILL ON THE RWY. AT THIS TIME, I XFERRED CTL OF ACFT TO TRI ATCT. LATER IN THE DAY, I CALLED TRI ATCT TO DISCUSS THIS SIT. THEY ASSURED ME THAT THE CONSTRUCTION CREW NOW HAS THE ZTL PHONE NUMBER AND WILL CALL IN THE CASE OF A TIME EXTENSION OF THE CLOSURE. THEY ALSO ADVISED THE CREW HAD A HANDHELD RADIO TUNED TO THE UNICOM/LCL CTL FREQ AND HAD COMMUNICATED WITH ACFT WHILE THE ACFT WAS ON APCH. THE REASON FOR THE EXTENDED CLOSURE WAS THAT THE CONSTRUCTION CREW COULD NOT GET THE RWY LIGHTS TO TURN BACK ON.
