Narrative:

During approach to landing on taxiway tower controller advised snow removal on taxiway F (same taxiway I was landing on) and men and equipment working on the barriers on runway 31. I thought I was instructed to avoid men and equipment on the runway and taxiway. I crossed the runway at 90 degree angle well clear of the men and equipment and 300-400 ft AGL. Landed on taxiway F 1000-3000 ft from nearest vehicle. Tower operator was surprised. He thought he had restr me from any flight over the runway (14500 ft long).
