Narrative:

Departed cvg runway 27 with instructions for a right turn heading 290 degrees and a climb to 6000 ft. The captain checked in with departure as we left 2500 ft for 6000 ft and departure acknowledged our call. About 1 min later, departure called to see if we were with him. The captain did not respond. I asked why the captain was not responding and he said that he had already checked in. TCASII then issued a TA for a target that was above us at the 10:30 O'clock position descending and headed right at us. The TA cleared and then the captain called ATC. ATC issued a climb to 13000 ft and was not happy that his call had gone unanswered. Neither was I.

Title: CL65 CREW HAD CONFLICT AND TCASII TA WITH DSNDING ACFT IN CVG CLASS B AIRSPACE. THE CAPT WAS TRYING TO PROVE A POINT BY NOT RESPONDING TO A CALL BY THE DEP CTLR.

Narrative: DEPARTED CVG RWY 27 WITH INSTRUCTIONS FOR A R TURN HDG 290 DEGS AND A CLB TO 6000 FT. THE CAPT CHKED IN WITH DEP AS WE LEFT 2500 FT FOR 6000 FT AND DEP ACKNOWLEDGED OUR CALL. ABOUT 1 MIN LATER, DEP CALLED TO SEE IF WE WERE WITH HIM. THE CAPT DID NOT RESPOND. I ASKED WHY THE CAPT WAS NOT RESPONDING AND HE SAID THAT HE HAD ALREADY CHKED IN. TCASII THEN ISSUED A TA FOR A TARGET THAT WAS ABOVE US AT THE 10:30 O'CLOCK POS DSNDING AND HEADED RIGHT AT US. THE TA CLRED AND THEN THE CAPT CALLED ATC. ATC ISSUED A CLB TO 13000 FT AND WAS NOT HAPPY THAT HIS CALL HAD GONE UNANSWERED. NEITHER WAS I.
