Narrative:

Climb clearance from ict departure was 15000 ft. We were level at 15000 ft when the following occurred: 1) ict departure informed us of a learjet descending into ict, not in radio contact. 2) we had traffic on TCASII and was looking visually for it. 3) we received a TA and then an RA. Ict radar approved a 20 degree right turn for us. 4) when we received RA we departed 15000 ft in a climbing right turn to avoid traffic. 5) once clear of conflict we notified ict radar of deviation to avoid traffic. We leveled at 16000 ft, then descended back to 15000 ft. 6) controller was busy and apologized for the event.
