Narrative:

Taxiing out of cvg ramp, we were switched from ramp tower X to ramp tower Y for taxi clearance wbound to spot X. Y ramp cleared us to spot X via the north line. My attention was directed primarily forward and to the right to see the activity on the north ramp as well as aircraft that may be approaching from terminals. Passing the intersection of taxiway F, we saw an rj headed at us northbound on taxiway F and now in very close proximity. At this point, I stopped our aircraft and the other plane altered course to his left to avoid hitting us. His right wing came an estimated 20 ft from our aircraft. Ramp tower Y never gave us this traffic as an advisory, nor was he on the usual ramp Y frequency. Add to this the fact that normal traffic flow on taxiway F is sbound only, so we were not anticipating seeing anyone from that direction. The situation was ripe for a bad outcome. Contributing factors: anticipation of a normal traffic flow and directing our attention to those areas. Not getting TA from ramp Y controllers. Other aircraft transitioning ramp and not being on correct frequency. In the future: trust, but verify, and proceed accordingly.

Title: MD88 CAPT STOPPED TAXI OUT TO AVOID AN ACR CL65 TAXIING TOWARD THEM FROM THE OPPOSITE DIRECTION ON THE SAME TXWY. THE CL65 FLC MANEUVERED AROUND THE MD88 AND CONTINUED ON. RAMP CTLR HAD NOT ISSUED A TA OF THE CONFLICTING CL65.
