Narrative:

I departed a private landing pad in louisville, ky on an aerial photography flight. The purpose of the flight was to cover a downed helicopter. Enroute from louisville I contacted louisville radio and requested NOTAMS. The flight service personnel stated that there were no restrictions in or around the requested area. We arrived at XA30 EST. After circling the sight for about 10 min, I dropped my crew off in an open field. I flew to ZZZ to refuel. Upon rtning, my crew was not finished so I shut down in the open field. We departed the above stated area about XB30 EST for the return flight to louisville, ky. Once in the air, one of my crewmembers stated the personnel on the ground had stated that there was a tfr in effect. Once on the ground back in louisville, ky I again called louisville FSS to check if a tfr had been issued. The briefer stated that one had been issued, but he could not tell me when it had been issued. The tfr published three identifying points and all are in different locations. Even if there was a tfr in effect when I left louisville, it would have been difficult to make since one of the tfr's is 12.5 NM from the site, well outside the intended tfr. Another would have put the site in the middle of the tfr, and another puts the site outside the intended tfr. If officials on the ground want to issue tfr's, they need to provide accurate information if they want aircraft to follow the intent of the restriction. The ground official stated they were going to violate me for landing inside of their tfr.

Title: GOV AGENCY THREATENS VIOLATION TO HELICOPTER PLT AFTER REENTERING PROPOSED TEMPORARY FLT RESTR AREA.

Narrative: I DEPARTED A PVT LNDG PAD IN LOUISVILLE, KY ON AN AERIAL PHOTOGRAPHY FLT. THE PURPOSE OF THE FLT WAS TO COVER A DOWNED HELICOPTER. ENROUTE FROM LOUISVILLE I CONTACTED LOUISVILLE RADIO AND REQUESTED NOTAMS. THE FLT SVC PERSONNEL STATED THAT THERE WERE NO RESTRICTIONS IN OR AROUND THE REQUESTED AREA. WE ARRIVED AT XA30 EST. AFTER CIRCLING THE SIGHT FOR ABOUT 10 MIN, I DROPPED MY CREW OFF IN AN OPEN FIELD. I FLEW TO ZZZ TO REFUEL. UPON RTNING, MY CREW WAS NOT FINISHED SO I SHUT DOWN IN THE OPEN FIELD. WE DEPARTED THE ABOVE STATED AREA ABOUT XB30 EST FOR THE RETURN FLT TO LOUISVILLE, KY. ONCE IN THE AIR, ONE OF MY CREWMEMBERS STATED THE PERSONNEL ON THE GND HAD STATED THAT THERE WAS A TFR IN EFFECT. ONCE ON THE GND BACK IN LOUISVILLE, KY I AGAIN CALLED LOUISVILLE FSS TO CHECK IF A TFR HAD BEEN ISSUED. THE BRIEFER STATED THAT ONE HAD BEEN ISSUED, BUT HE COULD NOT TELL ME WHEN IT HAD BEEN ISSUED. THE TFR PUBLISHED THREE IDENTIFYING POINTS AND ALL ARE IN DIFFERENT LOCATIONS. EVEN IF THERE WAS A TFR IN EFFECT WHEN I LEFT LOUISVILLE, IT WOULD HAVE BEEN DIFFICULT TO MAKE SINCE ONE OF THE TFR'S IS 12.5 NM FROM THE SITE, WELL OUTSIDE THE INTENDED TFR. ANOTHER WOULD HAVE PUT THE SITE IN THE MIDDLE OF THE TFR, AND ANOTHER PUTS THE SITE OUTSIDE THE INTENDED TFR. IF OFFICIALS ON THE GND WANT TO ISSUE TFR'S, THEY NEED TO PROVIDE ACCURATE INFO IF THEY WANT ACFT TO FOLLOW THE INTENT OF THE RESTRICTION. THE GND OFFICIAL STATED THEY WERE GOING TO VIOLATE ME FOR LNDG INSIDE OF THEIR TFR.
