Narrative:

I was pilot on a VFR flight from ZZZ airport to ZZZ1 airport on nov/sat/01. I self briefed via duats at approximately xa am, and departed ZZZ airport VFR at approximately xc am local time. After departing ZZZ airspace, I was squawking 1200 mode C. I navigated via GPS direct to ZZZ2 VOR, then direct ZZZ1 airport at 3000 ft MSL. I remain clear of the prohibited area as marked on the current sectional chart. After passing north of the ZZZ3 VOR, I was intercepted by an F-16, and I communicated with him on 121.5 MHZ. I was advised to contact the FAA. I contacted ZZZ4 approach control, and idented myself. I was assigned a transponder code, and was requested to identify. After idented my destination, I was told that I would need to talk to a secret service representative, and call a telephone number at ATC upon landing. ZZZ4 approach handed me off to ZZZ5 approach who informed me that I had penetrated a temporary flight prohibited area in the vicinity of ZZZ4. After a normal landing at ZZZ1, I was advised that the local FSDO and secret service representatives had been advised. In a duats briefing, the notice of the temporary flight prohibited area was embedded in 8 pages of fdc NOTAMS. I missed it in the self-briefing. Possible corrective actions: a. Improve the sort-order of the NOTAMS within the duats printout so that priority items are at the top, and the routine or repetitive NOTAMS fall afterwards. B. Require pilots to brief with FSS rather that use duats in the current threat period. C. File IFR or use flight following on VFR flts during the current threat period. Although it is not a specific responsibility of an agency providing flight following, they are generally helpful pointing out restr and prohibited airspace. D. If the enlarged flight prohibited area (rather that the published) is going to be common or repetitive, then the enlarged could be made permanent, so that it would appear in GPS databases, and then embedded warning systems in most GPS radios would be active.

Title: A GA ACFT IS INTERCEPTED BY A MIL ACFT WHEN IN PROX OF A POWER PLANT LISTED IN THE PUBLISHED TFR NEAR ZZZ, US.

Narrative: I WAS PLT ON A VFR FLT FROM ZZZ ARPT TO ZZZ1 ARPT ON NOV/SAT/01. I SELF BRIEFED VIA DUATS AT APPROX XA AM, AND DEPARTED ZZZ ARPT VFR AT APPROX XC AM LCL TIME. AFTER DEPARTING ZZZ AIRSPACE, I WAS SQUAWKING 1200 MODE C. I NAVIGATED VIA GPS DIRECT TO ZZZ2 VOR, THEN DIRECT ZZZ1 ARPT AT 3000 FT MSL. I REMAIN CLR OF THE PROHIBITED AREA AS MARKED ON THE CURRENT SECTIONAL CHART. AFTER PASSING N OF THE ZZZ3 VOR, I WAS INTERCEPTED BY AN F-16, AND I COMMUNICATED WITH HIM ON 121.5 MHZ. I WAS ADVISED TO CONTACT THE FAA. I CONTACTED ZZZ4 APCH CTL, AND IDENTED MYSELF. I WAS ASSIGNED A XPONDER CODE, AND WAS REQUESTED TO IDENT. AFTER IDENTED MY DEST, I WAS TOLD THAT I WOULD NEED TO TALK TO A SECRET SVC REPRESENTATIVE, AND CALL A TELEPHONE NUMBER AT ATC UPON LNDG. ZZZ4 APCH HANDED ME OFF TO ZZZ5 APCH WHO INFORMED ME THAT I HAD PENETRATED A TEMPORARY FLT PROHIBITED AREA IN THE VICINITY OF ZZZ4. AFTER A NORMAL LNDG AT ZZZ1, I WAS ADVISED THAT THE LCL FSDO AND SECRET SVC REPRESENTATIVES HAD BEEN ADVISED. IN A DUATS BRIEFING, THE NOTICE OF THE TEMPORARY FLT PROHIBITED AREA WAS EMBEDDED IN 8 PAGES OF FDC NOTAMS. B. REQUIRE PLTS TO BRIEF WITH FSS RATHER THAT USE DUATS IN THE CURRENT THREAT PERIOD. C. FILE IFR OR USE FLT FOLLOWING ON VFR FLTS DURING THE CURRENT THREAT PERIOD. ALTHOUGH IT IS NOT A SPECIFIC RESPONSIBILITY OF AN AGENCY PROVIDING FLT FOLLOWING, THEY ARE GENERALLY HELPFUL POINTING OUT RESTR AND PROHIBITED AIRSPACE. D. IF THE ENLARGED FLT PROHIBITED AREA (RATHER THAT THE PUBLISHED) IS GOING TO BE COMMON OR REPETITIVE, THEN THE ENLARGED COULD BE MADE PERMANENT, SO THAT IT WOULD APPEAR IN GPS DATABASES, AND THEN EMBEDDED WARNING SYSTEMS IN MOST GPS RADIOS WOULD BE ACTIVE.
