Narrative:

I departed pae to perform a hold and instrument approachs. I departed on runway 16R at approximately XA05 on a heading of 250 degrees climbing to 2000 ft. Center climbed me to 3000 ft then to 4000 ft and vectored me direct to the ritts NDB (306 degree radial). I was on a heading of about 030 degrees to ritts. I turned at ritts outbound for a parallel entry to ahead of about 340 degrees. The controller reported 2 targets at 12:00-1:00 O'clock position sbound. The first at 1 mi and at 4200 ft and the second at about 5 mi. I asked the controller to confirm the distance to the first target. He said 'less than 1 mi' and that I could climb if I wanted.' I could not see the aircraft, but turned on my landing light and pushed the throttle forward and started to pull back on the yoke when I saw the cessna at about 200 yards at the 12:30 O'clock position level, aimed directly for me. I pulled 2-3 G's and rolled left and saw the aircraft disappear under my right wing root. He was heading about 160-170 degrees. He made no attempt to maneuver. I believe the controller should have warned me about the aircraft when I reached 4000 ft before I got to ritts. At ritts I was focused on entering the hold and directing my gaze between inside and outside the airplane. I did look for the aircraft at the first call but did not see it. Since it was head-on and white in color, it was almost invisible at 1 mi. Secondly, the other pilot was at the wrong altitude. He should have been at 3500 ft or 5500 ft for the heading he was flying. Also, he was about to enter the seattle class B airspace and should have been talking to center.

I PULLED 2-3 G'S AND ROLLED L AND SAW THE ACFT DISAPPEAR UNDER MY R WING ROOT. HE WAS HDG ABOUT 160-170 DEGS. HE MADE NO ATTEMPT TO MANEUVER. I BELIEVE THE CTLR SHOULD HAVE WARNED ME ABOUT THE ACFT WHEN I REACHED 4000 FT BEFORE I GOT TO RITTS. AT RITTS I WAS FOCUSED ON ENTERING THE HOLD AND DIRECTING MY GAZE BTWN INSIDE AND OUTSIDE THE AIRPLANE. I DID LOOK FOR THE ACFT AT THE FIRST CALL BUT DID NOT SEE IT. SINCE IT WAS HEAD-ON AND WHITE IN COLOR, IT WAS ALMOST INVISIBLE AT 1 MI. SECONDLY, THE OTHER PLT WAS AT THE WRONG ALT. HE SHOULD HAVE BEEN AT 3500 FT OR 5500 FT FOR THE HDG HE WAS FLYING. ALSO, HE WAS ABOUT TO ENTER THE SEATTLE CLASS B AIRSPACE AND SHOULD HAVE BEEN TALKING TO CTR.
