Narrative:

I ferried the aircraft from gwo to olv for pitot static/transponder/encoder certification. At the completion of the maintenance, departing olv, I was unable to contact mem approach on 125.8 on the ground. I departed olv and headed east, repeatedly calling approach on 125.8 (assigned for the area) with no response, though I clearly heard approach speaking and the return conversation from other airplanes. Passing 5000 ft MSL, approach answered, and haughtily told me that I should be on 126.05 (which is not shown on any information that I have). 126.05 answered and advised that I should have called sooner, that 'you are right in the middle of all that arriving traffic that 125.8 is handling....' I was well east of the IAF being used by 125.8. I was in excellent visibility and never saw any airplane being directed by 125.8, plus I was climbing to 15500 ft and was well above any/all traffic at the hli VOR, the IAF for 125.8. 126.05 'dismissed' me very, very soon to 'change to advisory frequency,' by which time I had been at 15500 ft for some time. I descended to gwo (only 90 NM total, olv-gwo), and upon contacting gwo ATCT, the tower operator advised that 'center is going wild about your speed and that you indicated FL510 on the mode C.' my speed was never in excess (indicated airspeed) of 250 KIAS below 10000 ft, and I turned the mode C off as soon as I was advised of the problem. The approach/center personnel seemed 'miffed' that I had not contacted them sooner (but I know they had been hearing me for some time before I did make contact), and they may be vindictive with the transponder, etc (which just came out of the repair/calibration that same day!).

PASSING 5000 FT MSL, APCH ANSWERED, AND HAUGHTILY TOLD ME THAT I SHOULD BE ON 126.05 (WHICH IS NOT SHOWN ON ANY INFO THAT I HAVE). 126.05 ANSWERED AND ADVISED THAT I SHOULD HAVE CALLED SOONER, THAT 'YOU ARE RIGHT IN THE MIDDLE OF ALL THAT ARRIVING TFC THAT 125.8 IS HANDLING....' I WAS WELL E OF THE IAF BEING USED BY 125.8. I WAS IN EXCELLENT VISIBILITY AND NEVER SAW ANY AIRPLANE BEING DIRECTED BY 125.8, PLUS I WAS CLBING TO 15500 FT AND WAS WELL ABOVE ANY/ALL TFC AT THE HLI VOR, THE IAF FOR 125.8. 126.05 'DISMISSED' ME VERY, VERY SOON TO 'CHANGE TO ADVISORY FREQ,' BY WHICH TIME I HAD BEEN AT 15500 FT FOR SOME TIME. I DSNDED TO GWO (ONLY 90 NM TOTAL, OLV-GWO), AND UPON CONTACTING GWO ATCT, THE TWR OPERATOR ADVISED THAT 'CTR IS GOING WILD ABOUT YOUR SPD AND THAT YOU INDICATED FL510 ON THE MODE C.' MY SPD WAS NEVER IN EXCESS (INDICATED AIRSPD) OF 250 KIAS BELOW 10000 FT, AND I TURNED THE MODE C OFF AS SOON AS I WAS ADVISED OF THE PROB. THE APCH/CTR PERSONNEL SEEMED 'MIFFED' THAT I HAD NOT CONTACTED THEM SOONER (BUT I KNOW THEY HAD BEEN HEARING ME FOR SOME TIME BEFORE I DID MAKE CONTACT), AND THEY MAY BE VINDICTIVE WITH THE XPONDER, ETC (WHICH JUST CAME OUT OF THE REPAIR/CALIBRATION THAT SAME DAY!).
