Narrative:

On nov/sun/01 I got WX from a computer WX system at XXX on xyz airport, xyz in the morning and early afternoon. Since I had just attended an FAA aviation safety seminar on WX reporting and forecasting on oct/sat, I was interested in practicing with the computer system and made notes of the WX affecting a VFR flight from xyz to zyx that afternoon. Also that morning I got a briefing that was officially an 'outlook briefing,' but contained NOTAMS for a VFR flight from xyz to zyx departing at X or later (so it could have arrived as early as XA00 in zyx since time en route was 2 hours). The briefer gave details on restr areas throughout the state. These are noted on the reverse of the computer WX notes, these notes were copied and signed later that day by a tower operator. The owner-pilot of the aircraft decided to leave xyz about XA00. He sat left seat, I sat right as usual. I had the radios for most communications as usual. Once leaving xyz airspace we did not get flight following, but monitored appropriate frequency in center's airspace. The other pilot checked WX with flight watch before ZZZ1 (it may have been around yxs). There were clouds, but we maintained VFR. We descended for landing at zyx beginning at ZZZ1 we passed over class C, which extends to X ft, and under class B, which starts there at 5000 ft. We continued to descend toward the special flight rules area (RRR) (it had been closed post sep/tue, but had opened up again and we had used it northbound for the flight up to xyz a couple of days prior). I slowed the descent with the stick and leveled the aircraft at X ft, the sbound altitude. We flew through the RRR coming out on the north end. In communication with zyx tower before landing, we learned that there was a problem with the flight because we were told that we'd have to call a number. We copied the number from ground and were told the problem had to do with the corridor being restr. Back at the hangar in ZZZ2 called ATC and was given more details. The temporary flight restr was 5000 ft and below. It had been issued as NOTAM YYY. I was told that I'd have to talk to flight standards even though I'd gotten a briefing and the briefer didn't give me the NOTAM YYY. After hanging up with ATC I called FSS and spoke with a supervisor. He said that I should have been the given the YYY NOTAM -- it had been out for 2 days. He said also that there have been many FSS mistakes because all these restr areas keep coming out and changing post sep/tue. He said that he'd call xyz FSS and advised me to call as well. The first person I spoke with concurred that I should have gotten the YYY. Her supervisor came on and said that he'd review the tapes and get back to me. This is where I went to the zyx tower to get my notes verified. Later that night, about XH45 I called xyz FSS. The new supervisor on duty said that the tape was reviewed, that txy NOTAM wasn't given as it should have been, so the briefer was told that he was 'taken off position for retraining.' that supervisor said that the xyz FSS was understaffed that day and had to get help with some of their work. (45% -- I'm not sure if that number referred to the staff level or workload). Days later I ordered a certified copy of the xyz FSS tape.

Title: AN 'SMA' PLT VIOLATED A 'TFR' INVOLVING A MAJOR OPEN AIR ASSEMBLY OF PEOPLE.

Narrative: ON NOV/SUN/01 I GOT WX FROM A COMPUTER WX SYSTEM AT XXX ON XYZ ARPT, XYZ IN THE MORNING AND EARLY AFTERNOON. ALSO THAT MORNING I GOT A BRIEFING THAT WAS OFFICIALLY AN 'OUTLOOK BRIEFING,' BUT CONTAINED NOTAMS FOR A VFR FLT FROM XYZ TO ZYX DEPARTING AT X OR LATER (SO IT COULD HAVE ARRIVED AS EARLY AS XA00 IN ZYX SINCE TIME ENRTE WAS 2 HRS). THE BRIEFER GAVE DETAILS ON RESTR AREAS THROUGHOUT THE STATE. THESE ARE NOTED ON THE REVERSE OF THE COMPUTER WX NOTES, THESE NOTES WERE COPIED AND SIGNED LATER THAT DAY BY A TWR OPERATOR. THE OWNER-PLT OF THE ACFT DECIDED TO LEAVE XYZ ABOUT XA00. HE SAT LEFT SEAT, I SAT RIGHT AS USUAL. I HAD THE RADIOS FOR MOST COMS AS USUAL. ONCE LEAVING XYZ AIRSPACE WE DID NOT GET FLT FOLLOWING, BUT MONITORED APPROPRIATE FREQ IN CTR'S AIRSPACE. THE OTHER PLT CHECKED WX WITH FLT WATCH BEFORE ZZZ1 (IT MAY HAVE BEEN AROUND YXS). THERE WERE CLOUDS, BUT WE MAINTAINED VFR. WE DESCENDED FOR LNDG AT ZYX BEGINNING AT ZZZ1 WE PASSED OVER CLASS C, WHICH EXTENDS TO X FT, AND UNDER CLASS B, WHICH STARTS THERE AT 5000 FT. WE CONTINUED TO DESCEND TOWARD THE SPECIAL FLT RULES AREA (RRR) (IT HAD BEEN CLOSED POST SEP/TUE, BUT HAD OPENED UP AGAIN AND WE HAD USED IT NBOUND FOR THE FLT UP TO XYZ A COUPLE OF DAYS PRIOR). I SLOWED THE DESCENT WITH THE STICK AND LEVELED THE ACFT AT X FT, THE SBOUND ALT. WE FLEW THROUGH THE RRR COMING OUT ON THE N END. IN COM WITH ZYX TWR BEFORE LNDG, WE LEARNED THAT THERE WAS A PROB WITH THE FLT BECAUSE WE WERE TOLD THAT WE'D HAVE TO CALL A NUMBER. WE COPIED THE NUMBER FROM GND AND WERE TOLD THE PROB HAD TO DO WITH THE CORRIDOR BEING RESTR. BACK AT THE HANGAR IN ZZZ2 CALLED ATC AND WAS GIVEN MORE DETAILS. THE TEMPORARY FLT RESTR WAS 5000 FT AND BELOW. IT HAD BEEN ISSUED AS NOTAM YYY. HE SAID ALSO THAT THERE HAVE BEEN MANY FSS MISTAKES BECAUSE ALL THESE RESTR AREAS KEEP COMING OUT AND CHANGING POST SEP/TUE. HE SAID THAT HE'D CALL XYZ FSS AND ADVISED ME TO CALL AS WELL. THE FIRST PERSON I SPOKE WITH CONCURRED THAT I SHOULD HAVE GOTTEN THE YYY. HER SUPVR CAME ON AND SAID THAT HE'D REVIEW THE TAPES AND GET BACK TO ME. THIS IS WHERE I WENT TO THE ZYX TWR TO GET MY NOTES VERIFIED. LATER THAT NIGHT, ABOUT XH45 I CALLED XYZ FSS. THE NEW SUPVR ON DUTY SAID THAT THE TAPE WAS REVIEWED, THAT TXY NOTAM WASN'T GIVEN AS IT SHOULD HAVE BEEN, SO THE BRIEFER WAS TOLD THAT HE WAS 'TAKEN OFF POS FOR RETRAINING.' THAT SUPVR SAID THAT THE XYZ FSS WAS UNDERSTAFFED THAT DAY AND HAD TO GET HELP WITH SOME OF THEIR WORK. (45% -- I'M NOT SURE IF THAT NUMBER REFERRED TO THE STAFF LEVEL OR WORKLOAD). DAYS LATER I ORDERED A CERTIFIED COPY OF THE XYZ FSS TAPE.
