Narrative:

After pushback, but before takeoff, the leading edge transit light flickered. There were a number of right-ups on this. I called maintenance and maintenance deferred the item with MEL 2784HH. I made the write-up in the logbook and entered the deferral. During the flight, I started thinking if we did everything right. I looked in the flight operations manual and saw that I should have called dispatch first and then had a 3-WAY call with maintenance. We did not comply with the restrs of MEL 2784HH. In the past MEL, restrs did not apply on the flts after pushback. The restrs applied on the next flight. The flight operations manual changed and I messed it up. In the flight operations manual it says that maintenance would contact dispatch if needed, but I should have made sure it got done. I called maintenance after the flight and maintenance said what we did was correct but I then called dispatch and we both are sure it was not done properly.

Title: A B737-300 WAS DISPATCHED IN NON COMPLIANCE WITH THE FORWARD PANEL LEADING EDGE SLAT-FLAP POS INDICATING LIGHTS INOP PER THE MEL BUT SPECIAL PROCS NOT ACCOMPLISHED.

Narrative: AFTER PUSHBACK, BUT BEFORE TKOF, THE LEADING EDGE TRANSIT LIGHT FLICKERED. THERE WERE A NUMBER OF RIGHT-UPS ON THIS. I CALLED MAINT AND MAINT DEFERRED THE ITEM WITH MEL 2784HH. I MADE THE WRITE-UP IN THE LOGBOOK AND ENTERED THE DEFERRAL. DURING THE FLT, I STARTED THINKING IF WE DID EVERYTHING RIGHT. I LOOKED IN THE FLT OPS MANUAL AND SAW THAT I SHOULD HAVE CALLED DISPATCH FIRST AND THEN HAD A 3-WAY CALL WITH MAINT. WE DID NOT COMPLY WITH THE RESTRS OF MEL 2784HH. IN THE PAST MEL, RESTRS DID NOT APPLY ON THE FLTS AFTER PUSHBACK. THE RESTRS APPLIED ON THE NEXT FLT. THE FLT OPS MANUAL CHANGED AND I MESSED IT UP. IN THE FLT OPS MANUAL IT SAYS THAT MAINT WOULD CONTACT DISPATCH IF NEEDED, BUT I SHOULD HAVE MADE SURE IT GOT DONE. I CALLED MAINT AFTER THE FLT AND MAINT SAID WHAT WE DID WAS CORRECT BUT I THEN CALLED DISPATCH AND WE BOTH ARE SURE IT WAS NOT DONE PROPERLY.
