Narrative:

During our descent to teb, while on new york approach (I was acting as first officer) we were advised and told to expect the VOR/DME-a to teb. Approximately 10-12 mi southwest of teb, we were assigned the ILS 6 circle to runway 1. I advised captain that dandy, 6.4 DME is a mandatory crossing altitude of 1500 ft. We were cleared for ILS 6 a few mi from dandy and we were distraction by WX and windshear in the vicinity. Approximately 1/2 mi from dandy, I noticed we were still at 2000 ft and needed to be at 1500 ft MSL. I told the captain to descend immediately and, as I recall, we didn't cross dandy at 1500 ft MSL. We crossed approximately 300-400 ft too high. On our circle to runway 1, the captain executed a missed approach due to windshear. We stayed visually in the pattern at teb, however, we were too tight on downwind and overshot our final approach for runway 1. A strict adherence to instrument approachs is absolutely required and may have prevented us from missing the mandatory crossing altitude of 1500 ft MSL.

Title: A LATE IN THE ARR CHANGE OF APCH PROC LEADS TO A MISSED MANDATORY XING RESTR, FOLLOWED BY A MISSED APCH FROM THE CIRCLING APCH AND AN OVERSHOOT OF FINAL ON THE VISUAL TFC PATTERN THAT FOLLOWED.

Narrative: DURING OUR DSCNT TO TEB, WHILE ON NEW YORK APCH (I WAS ACTING AS FO) WE WERE ADVISED AND TOLD TO EXPECT THE VOR/DME-A TO TEB. APPROX 10-12 MI SW OF TEB, WE WERE ASSIGNED THE ILS 6 CIRCLE TO RWY 1. I ADVISED CAPT THAT DANDY, 6.4 DME IS A MANDATORY XING ALT OF 1500 FT. WE WERE CLRED FOR ILS 6 A FEW MI FROM DANDY AND WE WERE DISTR BY WX AND WINDSHEAR IN THE VICINITY. APPROX 1/2 MI FROM DANDY, I NOTICED WE WERE STILL AT 2000 FT AND NEEDED TO BE AT 1500 FT MSL. I TOLD THE CAPT TO DSND IMMEDIATELY AND, AS I RECALL, WE DIDN'T CROSS DANDY AT 1500 FT MSL. WE CROSSED APPROX 300-400 FT TOO HIGH. ON OUR CIRCLE TO RWY 1, THE CAPT EXECUTED A MISSED APCH DUE TO WINDSHEAR. WE STAYED VISUALLY IN THE PATTERN AT TEB, HOWEVER, WE WERE TOO TIGHT ON DOWNWIND AND OVERSHOT OUR FINAL APCH FOR RWY 1.
