Narrative:

I received a flight briefing from XXX FSS at XA10 am 11/mon/01 mainly to outline my route of flight and all tfr's along route. I was made aware of the tfr at YYY, us, but not the one north of ZZZ, us. While trying to circumnavigate the YYY tfr to the south, I inadvertently went through the tfr around the power plant that I was unaware of. I really believe the problem was caused by a lack of good communication, information and confusion between the FAA, FSS and military. In the future, I think that there should be maps sent out of all tfr's to all pilots depicting the geographical presence, including GPS coordinates and actual DME depiction that would make circumnavigation a possibility other than just using a nearby town or arbitrary spot only known by the military. How do they expect us to stay clear of airspace that has no clear boundary? I've never been involved in any type of incident in the part. I'm a contracted service, trying to make a living and go to work just like the president told us all to do. Callback conversation with reporter revealed the following information: reporter advised that he has 13 tfr's in his flight area. He is concerned with the lack of proper site identifications on the FAA sectional charts, that the flag associated with the 'power plant' does not necessarily identify the actual name of the facility concerned. Pilot was alerted to the airspace incursion by approach while monitoring 121.2.

Title: CONTRACTED SERVICE C182 PLT CONCERNED WHEN ADVISED BY APCH CTL THAT HE FLEW THROUGH A NEW PWR PLANT TFR THAT WAS NOT BRIEFED BY ZZZ FSS.

Narrative: I RECEIVED A FLT BRIEFING FROM XXX FSS AT XA10 AM 11/MON/01 MAINLY TO OUTLINE MY ROUTE OF FLT AND ALL TFR'S ALONG ROUTE. I WAS MADE AWARE OF THE TFR AT YYY, US, BUT NOT THE ONE N OF ZZZ, US. WHILE TRYING TO CIRCUMNAVIGATE THE YYY TFR TO THE S, I INADVERTENTLY WENT THROUGH THE TFR AROUND THE PWR PLANT THAT I WAS UNAWARE OF. I REALLY BELIEVE THE PROB WAS CAUSED BY A LACK OF GOOD COMMUNICATION, INFO AND CONFUSION BETWEEN THE FAA, FSS AND MILITARY. IN THE FUTURE, I THINK THAT THERE SHOULD BE MAPS SENT OUT OF ALL TFR'S TO ALL PLTS DEPICTING THE GEOGRAPHICAL PRESENCE, INCLUDING GPS COORDINATES AND ACTUAL DME DEPICTION THAT WOULD MAKE CIRCUMNAVIGATION A POSSIBILITY OTHER THAN JUST USING A NEARBY TOWN OR ARBITRARY SPOT ONLY KNOWN BY THE MILITARY. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR ADVISED THAT HE HAS 13 TFR'S IN HIS FLT AREA. HE IS CONCERNED WITH THE LACK OF PROPER SITE IDENTIFICATIONS ON THE FAA SECTIONAL CHARTS, THAT THE FLAG ASSOCIATED WITH THE 'PWR PLANT' DOES NOT NECESSARILY IDENTIFY THE ACTUAL NAME OF THE FACILITY CONCERNED. PLT WAS ALERTED TO THE AIRSPACE INCURSION BY APCH WHILE MONITORING 121.2.
