Narrative:

With heightened security due to the attack on the world trade center came an increased number of flight restrs. These new restrs were added and changed regularly from one day to the next. One such restrs was the tfr placed around power plants. I checked with XXX FSS to update myself with the current rests that were in place at the time. The briefer did inform me of these tfr's that were in place. I inquired as to how I would know where all of these tfr's were located. To the best of my knowledge, power plants and understandably these tfr's are not identified on aeronautical charts. The briefer tried to inform me of areas that may be of concern to me based on my route of flight. I would be flying from ZZZ to ZZZ1 intersection and then directly to ZZZ2 so that I would stay clear of the ZZZ3 class B airspace. I did so as I chose not to file the IFR flight plan needed in the class B. The main area of concern was the tfr around ZZZ4 power plant, which I understood to be over the ZZZ5 intersection, 13 miles north of my route. After departure, I ATC for radar advisories and informed them of my route of flight. I made my turn toward the west just prior to ZZZ1. Shortly after I did so, the controllers said that I was in restr airspace and directed me to turn to an assigned heading of 010 degrees. She asked me if I was aware of the tfr and said that it was my responsibility to familiarize prior to departure. I said that I thought that I had. The next controller that I contacted gave me a suggested routing to stay clear of this and several other tfrs in the area. Before he passed me on to the next controller, he gave me a phone number to call after I had landed. When I called this number, the controller said that there had been 77 such instances that week already. He also said that there were so many tfr's in the area that it was like flying through swiss cheese. He went on to explain that they were just trying to make pilots aware of these areas as the military took it very serious. I understand the seriousness and the need for these tfr's given the situation. I feel however that with the expediency that these tfr's arose, that there is a difficulty communicating and identifying the locations to general aviation pilots. The number of violations that had occurred that prior week evidences this. I think that communicating the potential for such an incident could have been better as I had contracted XXX FSS and more importantly was in radar contact with ZZZ ATC during this flight. Callback conversation with reporter revealed the following information: reporter concerned with inconsistent advisory notification between ARTCC and FSS controllers. Pilot questions why one ARTCC controller was proactive and willing to advise of a tfr, providing vectors around them, while the other advised nothing except to alert him of a tfr violation.

Title: CORPORATE PLT COUNSELED BY CTLR UPON ENTERING PWR PLANT TFR WHEN BEING PROVIDED WITH VFR FLT FOLLOWING.

Narrative: WITH HEIGHTENED SECURITY DUE TO THE ATTACK ON THE WORLD TRADE CENTER CAME AN INCREASED NUMBER OF FLT RESTRS. THESE NEW RESTRS WERE ADDED AND CHANGED REGULARLY FROM ONE DAY TO THE NEXT. ONE SUCH RESTRS WAS THE TFR PLACED AROUND PWR PLANTS. I CHECKED WITH XXX FSS TO UPDATE MYSELF WITH THE CURRENT RESTS THAT WERE IN PLACE AT THE TIME. THE BRIEFER DID INFORM ME OF THESE TFR'S THAT WERE IN PLACE. I INQUIRED AS TO HOW I WOULD KNOW WHERE ALL OF THESE TFR'S WERE LOCATED. TO THE BEST OF MY KNOWLEDGE, PWR PLANTS AND UNDERSTANDABLY THESE TFR'S ARE NOT IDENTIFIED ON AERONAUTICAL CHARTS. THE BRIEFER TRIED TO INFORM ME OF AREAS THAT MAY BE OF CONCERN TO ME BASED ON MY ROUTE OF FLT. I WOULD BE FLYING FROM ZZZ TO ZZZ1 INTERSECTION AND THEN DIRECTLY TO ZZZ2 SO THAT I WOULD STAY CLR OF THE ZZZ3 CLASS B AIRSPACE. I DID SO AS I CHOSE NOT TO FILE THE IFR FLT PLAN NEEDED IN THE CLASS B. THE MAIN AREA OF CONCERN WAS THE TFR AROUND ZZZ4 PWR PLANT, WHICH I UNDERSTOOD TO BE OVER THE ZZZ5 INTERSECTION, 13 MILES N OF MY ROUTE. AFTER DEP, I ATC FOR RADAR ADVISORIES AND INFORMED THEM OF MY ROUTE OF FLT. I MADE MY TURN TOWARD THE WEST JUST PRIOR TO ZZZ1. SHORTLY AFTER I DID SO, THE CTLRS SAID THAT I WAS IN RESTR AIRSPACE AND DIRECTED ME TO TURN TO AN ASSIGNED HEADING OF 010 DEGS. SHE ASKED ME IF I WAS AWARE OF THE TFR AND SAID THAT IT WAS MY RESPONSIBILITY TO FAMILIARIZE PRIOR TO DEP. I SAID THAT I THOUGHT THAT I HAD. THE NEXT CTLR THAT I CONTACTED GAVE ME A SUGGESTED ROUTING TO STAY CLEAR OF THIS AND SEVERAL OTHER TFRS IN THE AREA. BEFORE HE PASSED ME ON TO THE NEXT CTLR, HE GAVE ME A PHONE NUMBER TO CALL AFTER I HAD LANDED. WHEN I CALLED THIS NUMBER, THE CTLR SAID THAT THERE HAD BEEN 77 SUCH INSTANCES THAT WEEK ALREADY. HE ALSO SAID THAT THERE WERE SO MANY TFR'S IN THE AREA THAT IT WAS LIKE FLYING THROUGH SWISS CHEESE. HE WENT ON TO EXPLAIN THAT THEY WERE JUST TRYING TO MAKE PLTS AWARE OF THESE AREAS AS THE MILITARY TOOK IT VERY SERIOUS. I UNDERSTAND THE SERIOUSNESS AND THE NEED FOR THESE TFR'S GIVEN THE SIT. I FEEL HOWEVER THAT WITH THE EXPEDIENCY THAT THESE TFR'S AROSE, THAT THERE IS A DIFFICULTY COMMUNICATING AND IDENTIFYING THE LOCATIONS TO GENERAL AVIATION PLTS. THE NUMBER OF VIOLATIONS THAT HAD OCCURRED THAT PRIOR WEEK EVIDENCES THIS. I THINK THAT COMMUNICATING THE POTENTIAL FOR SUCH AN INCIDENT COULD HAVE BEEN BETTER AS I HAD CONTRACTED XXX FSS AND MORE IMPORTANTLY WAS IN RADAR CONTACT WITH ZZZ ATC DURING THIS FLT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR CONCERNED WITH INCONSISTENT ADVISORY NOTIFICATION BETWEEN ARTCC AND FSS CTLRS. PLT QUESTIONS WHY ONE ARTCC CTLR WAS PROACTIVE AND WILLING TO ADVISE OF A TFR, PROVIDING VECTORS AROUND THEM, WHILE THE OTHER ADVISED NOTHING EXCEPT TO ALERT HIM OF A TFR VIOLATION.
