Narrative:

Chief pilot was flying the aircraft. I was in right seat operating radios. The chief pilot decided to use flight phone to arrange transportation for the passenger. I told him I would take over the aircraft control as per our flight manuals procedures. ZNY was giving us heading changes and altitude changes for traffic. Each time I made a change to heading and altitude change, he would counter the change with the autoplt controls. He was not in the communication loop with his headset off and on the phone. Several times, center asked if we were on the new heading. This fight for control lasted about 4 mins until the phone call was completed. I hate to fly with the chief pilot because he does not follow the operations manual -- he always has to be in control. Even out of the cockpit he is a micro manager.

Title: A CPR FALCON 20 FO IS OVERRIDDEN BY THE PIC ON HDG AND ALT CHANGES FROM ATC WHILE THE PIC WAS OFF ON A FLT PHONE CALL NEAR HNK, NY.

Narrative: CHIEF PLT WAS FLYING THE ACFT. I WAS IN R SEAT OPERATING RADIOS. THE CHIEF PLT DECIDED TO USE FLT PHONE TO ARRANGE TRANSPORTATION FOR THE PAX. I TOLD HIM I WOULD TAKE OVER THE ACFT CTL AS PER OUR FLT MANUALS PROCS. ZNY WAS GIVING US HDG CHANGES AND ALT CHANGES FOR TFC. EACH TIME I MADE A CHANGE TO HDG AND ALT CHANGE, HE WOULD COUNTER THE CHANGE WITH THE AUTOPLT CTLS. HE WAS NOT IN THE COM LOOP WITH HIS HEADSET OFF AND ON THE PHONE. SEVERAL TIMES, CTR ASKED IF WE WERE ON THE NEW HDG. THIS FIGHT FOR CTL LASTED ABOUT 4 MINS UNTIL THE PHONE CALL WAS COMPLETED. I HATE TO FLY WITH THE CHIEF PLT BECAUSE HE DOES NOT FOLLOW THE OPS MANUAL -- HE ALWAYS HAS TO BE IN CTL. EVEN OUT OF THE COCKPIT HE IS A MICRO MGR.
