Narrative:
Downsized and realigned the crews and disbanded the engine change crew on swing shift. This led to persons that do not have experience on engine changes. When I went through the paper pack, I found a log write-up on aircraft not addressed to the engine run. Paper was not done and engine installation task oriented document not signed off.

Title: A B747-400 WAS DISPATCHED IN NON COMPLIANCE WITH ENG CHANGE JOB CARDS AND 1 LOGBOOK RPT NOT COMPLETE OR ANSWERED.
Narrative: DOWNSIZED AND REALIGNED THE CREWS AND DISBANDED THE ENG CHANGE CREW ON SWING SHIFT. THIS LED TO PERSONS THAT DO NOT HAVE EXPERIENCE ON ENG CHANGES. WHEN I WENT THROUGH THE PAPER PACK, I FOUND A LOG WRITE-UP ON ACFT NOT ADDRESSED TO THE ENG RUN. PAPER WAS NOT DONE AND ENG INSTALLATION TASK ORIENTED DOCUMENT NOT SIGNED OFF.
