Narrative:

Pilot of H/C141 being vectored in radar pattern at 3000 ft. C172 at 2500 ft doing traffic reporting on interstates in local area. H/C141 talking to approach. C172 talking to ffo tower. C172 using visual separation, reverses course toward H/C141. H/C141 received TCASII advisory and climbed to 3400 ft. H/C141 advised approach control that he would file an near midair collision report and to save tapes. Conflict alert did sound, but coordination with center was being effected and no conflict area TA could be issued to H/C141 in time. Pilot of C172 contacted, he advised he was applying visual separation at all times.

CONFLICT ALERT DID SOUND, BUT COORD WITH CTR WAS BEING EFFECTED AND NO CONFLICT AREA TA COULD BE ISSUED TO H/C141 IN TIME. PLT OF C172 CONTACTED, HE ADVISED HE WAS APPLYING VISUAL SEPARATION AT ALL TIMES.
