Narrative:

I found these discrepancies while servicing the engine oils. I was told to examine the pop-out indicator and to reset it, if necessary, during my airbus receive and dispatch OJT class on servicing engine oils. But I was never instructed on how to write up and sign off the discrepancy or exactly what it takes just to reset the indicator, if necessary. A few days before I svced aircraft XXX, I performed my first airbus daily check (work card) and remembered reading a caution about the chip detector indicator being popped. So I printed up a daily workcard for reference and decided to sign off the discrepancy using information on the work card even though I was not actually performing a daily inspection. Position 1 B1 basically says if indicator popped to program inspection #79-00-00-281-002 to be performed within 10 cycles, and that was how I signed off the discrepancy for both aircraft. The problem was brought to my attention by airline management concerning aircraft XXX and how I programmed the discrepancy on the computer. We discovered that my procedures for programming the discrepancy were correct, and the only error we could find was 2 typos in the computer write-up. I believe the computer program in the way that it wrapped the line around, caused the typos. Also, we found that I had not called planning after programming these items. I was unaware that I need to call planning. This policy is stated in air carrier maintenance policies and procedures. Now I know that I need to make this call. In researching the problem brought to my attention by air carrier management, I found 2 different references to use in signing off this discrepancy. I do not know if I was correct in signing off this discrepancy the way that I did or should I have used the note in amm chapter 12-13-79-210-055 paragraph a to sign off this discrepancy. The amm chapter 12-13-79-210-055 note states: in order to reduce burden for nuisance electrical master chip detector pop-out indication, the inspection of the electrical master chip detector can be deferred to the next convenient maintenance opportunity where trained personnel can perform the inspection without interfering with revenue service operation.

Title: AN AIRBUS 320 WAS DISPATCHED IN NON COMPLIANCE WITH THE ENG MASTER CHIP DETECTOR INDICATOR RESET WITH NO DEFERRED ITEM FOR 10 YR RECHK.

Narrative: I FOUND THESE DISCREPANCIES WHILE SVCING THE ENG OILS. I WAS TOLD TO EXAMINE THE POP-OUT INDICATOR AND TO RESET IT, IF NECESSARY, DURING MY AIRBUS RECEIVE AND DISPATCH OJT CLASS ON SVCING ENG OILS. BUT I WAS NEVER INSTRUCTED ON HOW TO WRITE UP AND SIGN OFF THE DISCREPANCY OR EXACTLY WHAT IT TAKES JUST TO RESET THE INDICATOR, IF NECESSARY. A FEW DAYS BEFORE I SVCED ACFT XXX, I PERFORMED MY FIRST AIRBUS DAILY CHK (WORK CARD) AND REMEMBERED READING A CAUTION ABOUT THE CHIP DETECTOR INDICATOR BEING POPPED. SO I PRINTED UP A DAILY WORKCARD FOR REF AND DECIDED TO SIGN OFF THE DISCREPANCY USING INFO ON THE WORK CARD EVEN THOUGH I WAS NOT ACTUALLY PERFORMING A DAILY INSPECTION. POS 1 B1 BASICALLY SAYS IF INDICATOR POPPED TO PROGRAM INSPECTION #79-00-00-281-002 TO BE PERFORMED WITHIN 10 CYCLES, AND THAT WAS HOW I SIGNED OFF THE DISCREPANCY FOR BOTH ACFT. THE PROB WAS BROUGHT TO MY ATTN BY AIRLINE MGMNT CONCERNING ACFT XXX AND HOW I PROGRAMMED THE DISCREPANCY ON THE COMPUTER. WE DISCOVERED THAT MY PROCS FOR PROGRAMMING THE DISCREPANCY WERE CORRECT, AND THE ONLY ERROR WE COULD FIND WAS 2 TYPOS IN THE COMPUTER WRITE-UP. THIS POLICY IS STATED IN ACR MAINT POLICIES AND PROCS. NOW I KNOW THAT I NEED TO MAKE THIS CALL. IN RESEARCHING THE PROB BROUGHT TO MY ATTN BY ACR MGMNT, I FOUND 2 DIFFERENT REFS TO USE IN SIGNING OFF THIS DISCREPANCY. I DO NOT KNOW IF I WAS CORRECT IN SIGNING OFF THIS DISCREPANCY THE WAY THAT I DID OR SHOULD I HAVE USED THE NOTE IN AMM CHAPTER 12-13-79-210-055 PARAGRAPH A TO SIGN OFF THIS DISCREPANCY. THE AMM CHAPTER 12-13-79-210-055 NOTE STATES: IN ORDER TO REDUCE BURDEN FOR NUISANCE ELECTRICAL MASTER CHIP DETECTOR POP-OUT INDICATION, THE INSPECTION OF THE ELECTRICAL MASTER CHIP DETECTOR CAN BE DEFERRED TO THE NEXT CONVENIENT MAINT OPPORTUNITY WHERE TRAINED PERSONNEL CAN PERFORM THE INSPECTION WITHOUT INTERFERING WITH REVENUE SVC OP.
