After approach into hfd, broke off and headed west to destination 4b8, ceiling report 1600 ft at hfd. 3 mi from destination airport, ceiling dropped to 800-900 ft, visibility approximately 3 mi. Pilot elected to continue west descending to avoid higher terrain to north and south. After sighting airport at approximately 2 mi, elected to continue to land rather than go VFR into IMC or turn back into terrain. Call to destination airport unicom unanswered. Should have gotten local condition report before electing to break off approach to hfd.
