Narrative:

I was part of the crew on flight, cvg to bhm, on oct/xa/01. We were cleared localizer runway 18 at bhm. We proceeded visually as we neared the field. As we descended to land, we observed that the PAPI lights were not visible. Post landing, we asked tower and they stated the PAPI's were operational. No NOTAMS were issued regarding the PAPI's. Company issued 'special pages' for bhm stipulate that PAPI's must be operational to land on bhm runway 18. Landing was uneventful on runway 18. Winds were 150 degrees at 15 KTS gusting to 22 KTS.
