Narrative:

After departing runway 30 at iad we encountered gusty winds, turbulence and thunderstorm cells on the departure path. We delayed our flaps 1 degree retraction to make a 30 degree bank turn in avoidance of a build-up and then became saturated with radio calls, radar operations and WX avoidance. I (the PNF) missed the captain's 'flaps up' call. (I believe I was talking to ATC) our speed reached approximately 250 KTS before I realized my mistake. We immediately reduced our speed to 230 KTS and retracted the flaps. Once at cruise we notified maintenance and made a logbook write-up of the flap overspd.

Title: A B767 CREW, DEPARTING IAD, BECAME DISTRACTED BY WX DEVS, NEGLECTED TO RETRACT THE FLAPS COMPLETELY AND EXCEEDED THE FLAP LIMIT SPD.

Narrative: AFTER DEPARTING RWY 30 AT IAD WE ENCOUNTERED GUSTY WINDS, TURB AND TSTM CELLS ON THE DEP PATH.
