Narrative:

En route to dfw FL370. Cleared to descend to 11000 ft MSL. At approximately FL310 descent clearance revised to FL200. Approximately 60-70 mi, level at FL200, west of dfw airport, ZFW called traffic 20 mi 10-11 O'clock position, FL190, on a southwesterly heading. As the aircraft closed within approximately 5 mi on TCASII, it started to climb and TCASII alert 'traffic, traffic' annunciated. TCASII showed other aircraft 600 ft below my altitude. Shortly after TCASII annunciated RA to 'descend' followed shortly after to 'climb,' contacted ZFW of RA and departed FL200. Fort worth cleared me to FL230. Other aircraft showed approximately 200 ft below and approximately 1 mi laterally. Contacted ZFW and stopped climb at FL220. Once clear of traffic remainder of descent and approach to dfw was uneventful. Even though VFR conditions unable to attain visual on aircraft due to bright lights from the dfw area.

Narrative: ENRTE TO DFW FL370. CLRED TO DSND TO 11000 FT MSL. AT APPROX FL310 DSCNT CLRNC REVISED TO FL200. APPROX 60-70 MI, LEVEL AT FL200, W OF DFW ARPT, ZFW CALLED TFC 20 MI 10-11 O'CLOCK POS, FL190, ON A SOUTHWESTERLY HEADING. AS THE ACFT CLOSED WITHIN APPROX 5 MI ON TCASII, IT STARTED TO CLB AND TCASII ALERT 'TFC, TFC' ANNUNCIATED. TCASII SHOWED OTHER ACFT 600 FT BELOW MY ALT. SHORTLY AFTER TCASII ANNUNCIATED RA TO 'DSND' FOLLOWED SHORTLY AFTER TO 'CLB,' CONTACTED ZFW OF RA AND DEPARTED FL200. FORT WORTH CLRED ME TO FL230. OTHER ACFT SHOWED APPROX 200 FT BELOW AND APPROX 1 MI LATERALLY. CONTACTED ZFW AND STOPPED CLB AT FL220. ONCE CLR OF TFC REMAINDER OF DSCNT AND APCH TO DFW WAS UNEVENTFUL. EVEN THOUGH VFR CONDITIONS UNABLE TO ATTAIN VISUAL ON ACFT DUE TO BRIGHT LIGHTS FROM THE DFW AREA.
