Narrative:

On engine start, on the ramp at FBO in ZZZ, the power brakes failed and the aircraft rolled into a fuel truck and learjet (north number unknown). After further inspection it was noted that the 'power brake' circuit breaker was popped out. It was evident, due to our use of the checklist, that the circuit breaker had popped sometime during the start sequence. There was no 'master caution' annunciation for low brake pressure. Callback conversation with reporter revealed the following information: the reporter stated the cause of the incident was the parking brake circuit breaker was suspected to have been pulled by maintenance and not reset. The reporter said the inexperienced first officer did not check the circuit breaker panel for tripped circuit breakers. The reporter stated on engine start the airplane rolled forward striking a learjet below the right cockpit window puncturing the skin, the cessna incurred damage to the wing leading edge and wingtip, the fuel truck had minor damage. The reporter said the preflight checklist should be revised to check for parking brake pressure prior to starting. The reporter stated no wheel chocks were in place and no ground personnel were present to guide the aircraft out of the parking area.

Title: A CESSNA 560 ON STARTING ENGS THE ACFT ROLLED FORWARD STRIKING A FUEL TRUCK AND A PARKED ACFT DAMAGING BOTH ACFT AND TRUCK.

Narrative: ON ENG START, ON THE RAMP AT FBO IN ZZZ, THE PWR BRAKES FAILED AND THE ACFT ROLLED INTO A FUEL TRUCK AND LEARJET (N NUMBER UNKNOWN). AFTER FURTHER INSPECTION IT WAS NOTED THAT THE 'PWR BRAKE' CIRCUIT BREAKER WAS POPPED OUT. IT WAS EVIDENT, DUE TO OUR USE OF THE CHKLIST, THAT THE CIRCUIT BREAKER HAD POPPED SOMETIME DURING THE START SEQUENCE. THERE WAS NO 'MASTER CAUTION' ANNUNCIATION FOR LOW BRAKE PRESSURE. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THE CAUSE OF THE INCIDENT WAS THE PARKING BRAKE CIRCUIT BREAKER WAS SUSPECTED TO HAVE BEEN PULLED BY MAINT AND NOT RESET.
