Narrative:

Reported to aircraft for ferry flight to YYY for retirement of this aircraft. The airworthiness was signed off by maintenance. 2 open items were in logbook. One was the 'inspect aircraft for ferry flight' and the other was 'elevators flutter when autoplt disengaged.' called the maintenance controller shift manager about 'elevator flutter' maintenance write up. Did not want to sign the inspection for ferry flight log item since an open item existed. Was informed that the aircraft is being retired and to ferry out, it was to leave an open item for the company taking the aircraft over. So I signed the prepare aircraft for ferry flight log item stating, 'aircraft is inspected, prepared and safe for ferry flight intended.' the corrective action would have been to get a CAT B ferry permit issued.

Title: B727-200 MAINT INSPECTOR SIGNED OFF AN OK TO FERRY THE ACFT IN ORDER TO RETIRE THE ACFT FROM SVC. ACFT HAD SERIOUS OPEN LOG ITEM.

Narrative: RPTED TO ACFT FOR FERRY FLT TO YYY FOR RETIREMENT OF THIS ACFT. THE AIRWORTHINESS WAS SIGNED OFF BY MAINT. 2 OPEN ITEMS WERE IN LOGBOOK. ONE WAS THE 'INSPECT ACFT FOR FERRY FLT' AND THE OTHER WAS 'ELEVATORS FLUTTER WHEN AUTOPLT DISENGAGED.' CALLED THE MAINT CTLR SHIFT MGR ABOUT 'ELEVATOR FLUTTER' MAINT WRITE UP. DID NOT WANT TO SIGN THE INSPECTION FOR FERRY FLT LOG ITEM SINCE AN OPEN ITEM EXISTED. WAS INFORMED THAT THE ACFT IS BEING RETIRED AND TO FERRY OUT, IT WAS TO LEAVE AN OPEN ITEM FOR THE COMPANY TAKING THE ACFT OVER. SO I SIGNED THE PREPARE ACFT FOR FERRY FLT LOG ITEM STATING, 'ACFT IS INSPECTED, PREPARED AND SAFE FOR FERRY FLT INTENDED.' THE CORRECTIVE ACTION WOULD HAVE BEEN TO GET A CAT B FERRY PERMIT ISSUED.
