Narrative:

One week after the 9/tue/01, terrorist attacks following which GA was gradually allowed to resume flying, numerous NOTAMS were issued as to how to conduct IFR flts. On he morning of departure, I read the appropriate NOTAM, however, did not read down to the bottom (para 8) regarding needing clearance on the ground. Para 3 stated, must have clearance prior to entering controlled airspace, which can easily be done with norfolk approach control on takeoff from pvg once airborne in uncontrolled airspace at pvg. When I contacted approach, I was instructed to return to the airport, which I did immediately since I was in the pvg air traffic area. I then contacted orf tower by land line and was informed of my error. I received my clearance and again departed pvg. I feel a contributing factor was that part 91, IFR departure, were combined with other part 121,137 etc departures, para 4,5, and 6 and then in para 7 and 8. Additional constraints were added for part 91. I feel that I would not have made this error if the NOTAM for part 91, IFR special procedures, were published in a complete paragraph and did not contain conflicting wording ie 'must obtain IFR clearance prior to entering controled airspace.' in the future, I will certainly read all fdc NOTAMS in their entirety weather they pertain to my type of operation or not.

Title: GA PLT DEPS PVG ARPT IN VIOLATION TO NATIONAL NOTAM CONCERNING VFR FLT IN CTLED AIRSPACE.

PARA 3 STATED, MUST HAVE CLRNC PRIOR TO ENTERING CONTROLLED AIRSPACE, WHICH CAN EASILY BE DONE WITH NORFOLK APCH CTL ON TKOF FROM PVG ONCE AIRBORNE IN UNCONTROLLED AIRSPACE AT PVG. WHEN I CONTACTED APCH, I WAS INSTRUCTED TO RETURN TO THE ARPT, WHICH I DID IMMEDIATELY SINCE I WAS IN THE PVG ATA. I THEN CONTACTED ORF TWR BY LAND LINE AND WAS INFORMED OF MY ERROR. I RECEIVED MY CLRNC AND AGAIN DEPARTED PVG. I FEEL A CONTRIBUTING FACTOR WAS THAT PART 91, IFR DEP, WERE COMBINED WITH OTHER PART 121,137 ETC DEPS, PARA 4,5, AND 6 AND THEN IN PARA 7 AND 8. ADDITIONAL CONSTRAINTS WERE ADDED FOR PART 91. I FEEL THAT I WOULD NOT HAVE MADE THIS ERROR IF THE NOTAM FOR PART 91, IFR SPECIAL PROCS, WERE PUBLISHED IN A COMPLETE PARAGRAPH AND DID NOT CONTAIN CONFLICTING WORDING IE 'MUST OBTAIN IFR CLRNC PRIOR TO ENTERING CTLED AIRSPACE.' IN THE FUTURE, I WILL CERTAINLY READ ALL FDC NOTAMS IN THEIR ENTIRETY WEATHER THEY PERTAIN TO MY TYPE OF OP OR NOT.
