Narrative:

Departing bwi with departure control, we received a clearance to 17000 ft. Captain was hand flying. First officer was distraction while we discussed security concerns. The 1000 ft prior call was inadvertently missed. The altitude alert sounded at 17300 ft. The aircraft was then returned to the assigned altitude of 17000 ft. During the transition the maximum altitude reached was 17500 ft. Dulles departure inquired about our altitude. There was no traffic conflict involved.

Narrative: DEPARTING BWI WITH DEP CTL, WE RECEIVED A CLRNC TO 17000 FT. CAPT WAS HAND FLYING. FO WAS DISTR WHILE WE DISCUSSED SECURITY CONCERNS. THE 1000 FT PRIOR CALL WAS INADVERTENTLY MISSED. THERE WAS NO TFC CONFLICT INVOLVED.
