Takeoff bkk runway 21R. After takeoff at 3000 ft AGL, flaps raised to zero. Flap fault (both system) on ECAM. Checklist directed recycle flaps, then stuck flap indicator. Returned to landing bkk runway 21R full slats -- no flaps. Landed overweight, rolled to last high-speed taxiway. Uneventful.
