Narrative:

Departed mdw on SID climb to 1300 ft MSL then return to 110 degrees. The winds were out of the south. I departed runway 31C and upon climbing to 1300 ft before making turn, I was pushed to the north. I made a maximum bank turn to 110 degrees. The controller said I exceeded the 4 mi limit. By my calculations, I was at 4 mi. The SID should reflect which is more relevant, the climb to 1300 ft MSL or the 4 mi radius. The reason this situation occurred was because of the strong winds out of the south 180 degrees at 19 KTS gusting 25 KTS.

Title: AFTER DEP AN LJ35 FLT CREW HAD DIFFICULTY FOLLOWING SID TRACK DUE TO A STRONG TAILWIND.
