Narrative:

Just passing doyle intersection, we were cleared to 12000 ft. We were indicating 320 KTS. About wraps intersection, the controller told us to maintain present speed and descend to 7000 ft. I read back the clearance and the controller acknowledged. I didn't question the speed because of the current air traffic situation due to the terrorist problem, and I knew there were hardly any aircraft flying. About 2 mins later, the controller asked me my altitude. I told him 7000 ft assigned, 320 KTS. He told me to climb back to 10000 ft, and again I told him we were assigned 7000 ft and I was now climbing to 10000 ft. He said, 'don't worry about it.' when he turned me over to the next controller, he said sorry about the misunderstanding. I think the controller made a mistake in deleting the 250 KTS speed limit below 10000 ft.

Narrative: JUST PASSING DOYLE INTXN, WE WERE CLRED TO 12000 FT. WE WERE INDICATING 320 KTS. ABOUT WRAPS INTXN, THE CTLR TOLD US TO MAINTAIN PRESENT SPD AND DSND TO 7000 FT. I READ BACK THE CLRNC AND THE CTLR ACKNOWLEDGED. I DIDN'T QUESTION THE SPD BECAUSE OF THE CURRENT AIR TFC SIT DUE TO THE TERRORIST PROB, AND I KNEW THERE WERE HARDLY ANY ACFT FLYING. ABOUT 2 MINS LATER, THE CTLR ASKED ME MY ALT. I TOLD HIM 7000 FT ASSIGNED, 320 KTS. HE TOLD ME TO CLB BACK TO 10000 FT, AND AGAIN I TOLD HIM WE WERE ASSIGNED 7000 FT AND I WAS NOW CLBING TO 10000 FT. HE SAID, 'DON'T WORRY ABOUT IT.' WHEN HE TURNED ME OVER TO THE NEXT CTLR, HE SAID SORRY ABOUT THE MISUNDERSTANDING. I THINK THE CTLR MADE A MISTAKE IN DELETING THE 250 KTS SPD LIMIT BELOW 10000 FT.
