Narrative:

In cak, taxiway F was closed between taxiway F1 and taxiway a, and taxiway C was closed as well. Cak was landing runways 19/01 and 5/23. We were on visual/short final. An air carrier Y rj had just landed on runway 23 and turned off at taxiway F1 and was waiting on taxiway F to back-taxi on runway 23. We landed on runway 23 and stopped at the intersection of runway 5/23 and 1/19. We came to a full top on the centerline of runway 23. The tower cleared air carrier X to back-taxi on runway 23. We assumed a turn onto runway 1/19 (left turn). We asked ATC for taxi instructions as we turned our nose toward runway 1/19. No response. We asked again. ATC said 'taxi to the ramp on runway 1 and runway 14/35 then taxiway a.' ATC stated 'you should not stop on a runway or turn on a runway without ATC clearance.' we stated 'ATC shouldn't clear another aircraft onto a runway with landing traffic still on the runway.' ATC stated 'call this phone number when able for possible pilot deviation.' we taxied in with no further conflict. After parking the aircraft, I called the tower supervisor. I asked what the problem was. He stated, 'you should not stop on a runway or turn off a runway to another without ATC clearance. I explained we were on the centerline of runway 23 and did not go onto runway 1/19 until cleared to do so. We did not taxi onto runway 1/19 until cleared. We agreed and the conversation ended. I believe ATC did not know we would stop so short and assumed we would turn of on taxiway F1.

Narrative: IN CAK, TXWY F WAS CLOSED BTWN TXWY F1 AND TXWY A, AND TXWY C WAS CLOSED AS WELL. CAK WAS LNDG RWYS 19/01 AND 5/23. WE WERE ON VISUAL/SHORT FINAL. ATC STATED 'CALL THIS PHONE NUMBER WHEN ABLE FOR POSSIBLE PLTDEV.' WE TAXIED IN WITH NO FURTHER CONFLICT. AFTER PARKING THE ACFT, I CALLED THE TWR SUPVR. I ASKED WHAT THE PROB WAS. HE STATED, 'YOU SHOULD NOT STOP ON A RWY OR TURN OFF A RWY TO ANOTHER WITHOUT ATC CLRNC. I EXPLAINED WE WERE ON THE CTRLINE OF RWY 23 AND DID NOT GO ONTO RWY 1/19 UNTIL CLRED TO DO SO. WE DID NOT TAXI ONTO RWY 1/19 UNTIL CLRED. WE AGREED AND THE CONVERSATION ENDED. I BELIEVE ATC DID NOT KNOW WE WOULD STOP SO SHORT AND ASSUMED WE WOULD TURN OF ON TXWY F1.
