Narrative:

Female passenger approached me in the galley with a hand written note stating that the man next to her was masturbating during takeoff. She moved seats. She was very shaken up and upset about this because there were children across from where they were sitting. I asked her if he had exposed himself and she said 'no,' that it was underneath a blanket that she saw the motions. I notified the captain of the situation. The woman said that she wanted the man arrested. After talking to the captain, I notified the woman that we could not have him arrested, that she would have to pursue it on her own. She requested the police to meet the flight and they did.

Title: F100 PAX OBSERVED ANOTHER PAX MISCONDUCT.

Narrative: FEMALE PAX APCHED ME IN THE GALLEY WITH A HAND WRITTEN NOTE STATING THAT THE MAN NEXT TO HER WAS MASTURBATING DURING TKOF. SHE MOVED SEATS. SHE WAS VERY SHAKEN UP AND UPSET ABOUT THIS BECAUSE THERE WERE CHILDREN ACROSS FROM WHERE THEY WERE SITTING. I ASKED HER IF HE HAD EXPOSED HIMSELF AND SHE SAID 'NO,' THAT IT WAS UNDERNEATH A BLANKET THAT SHE SAW THE MOTIONS. I NOTIFIED THE CAPT OF THE SIT. THE WOMAN SAID THAT SHE WANTED THE MAN ARRESTED. AFTER TALKING TO THE CAPT, I NOTIFIED THE WOMAN THAT WE COULD NOT HAVE HIM ARRESTED, THAT SHE WOULD HAVE TO PURSUE IT ON HER OWN. SHE REQUESTED THE POLICE TO MEET THE FLT AND THEY DID.
